Exterior view of Camp V (Five)\u003cbr/\u003eA newly released report from the trans-Atlantic security organisation, the Organisation for Security and Cooperation in Europe, has recommended that Washington should shut down its detention camp at Guantanamo Bay and fast-track the return of detainees to their countries of origin.\u003cbr/\u003eThe report was presented on Monday to the Washington session of the OSCE Parliamentary Assembly, which drew lawmakers from the 55-nation trans-Atlantic security organisation.\u003cbr/\u003eIt urges the United States to set a date for closing the camp.\u003cbr/\u003eThe report's author, Anne Marie Lizin, who is also the Socialist president of the Belgian Senate, said keeping the camp open was damaging the reputation of the United States and causing the \"radicalisation\" of detainees.\u003cbr/\u003eLizin said she came to her conclusions after interviewing senior officials at the Pentagon, members of the US Congress, and others who have access to the prisoners at the camp. \u003cbr/\u003eShe said she was denied access to the camp at Guantanamo Bay, but added she would continue to try to gain admittance.\u003cbr/\u003eLizin acknowledged the US and others fighting al-Qaida faced a \"dilemma\" between ensuring security for their citizens, but also to ensure that human rights and international law was upheld.\u003cbr/\u003eAnne Marie Lizin currently heads the OSCE's Parliamentary Assembly's human rights commission and was picked as the assembly's special representative dealing with Guantanamo.\u003cbr/\u003eThe US military took news organisations on a tour of Guantanamo on Tuesday.\u003cbr/\u003eCamp X-Ray, which had housed the majority of the detainees, was closed in April 2002
