to slash tariffs.\u003cbr/\u003eThe gathering was attended by farmers from Japan and South Korea and representatives from Canada, France, the US, Indonesia, EU, the Philippines and Sri Lanka.\u003cbr/\u003eA representative of Japanese agriculture and consumer groups told the crowd of about eight-thousand people that they were sending a clear message to the ministers that they must protect Japanese farms.\u003cbr/\u003eAfter the rally, the protesters marched through the city's streets, some dressed in costumes, and many carrying banners and playing musical instruments.\u003cbr/\u003eDelegates from the WTO and 22 member economies are meeting in Tokyo to try to hammer out an agreement on agricultural talks by the end of March, as part of the latest round of WTO global trade talks that began in 2001.\u003cbr/\u003eThe talks, which end on Sunday, focus on a proposal to reduce tariffs by an average 60 percent in five years, reduce subsidies and raise import quotas.\u003cbr/\u003eParticipants of the talks are divided on the proposal, with some nations rejecting it even as a springboard for discussions.\u003cbr/\u003eEach nation will be free to either work off the proposal or make its own proposal, officials said. \u003cbr/\u003eThe 18-nation Cairns Group, which includes Canada and Australia, are eager to wipe out trade barriers and boost exports. \u003cbr/\u003eThe group and the United States want tariffs capped at 25 percent and subsidies eventually reduced to zero.\u003cbr/\u003eThe European Union and Japan want a more moderate agreement and are trying to work together to fend off pressures from the United States and the Cairns Group. \u003cbr/\u003eBoth the EU and Japan want to maintain farm subsidies and keep tariff reductions at an average 36 percent.\u003cbr/\u003eJapanese farmers say the proposal would be devastating for their country's agriculture, which is far more expensive than American agribusiness and the rest of Asia.\u003cbr/\u003eJapan, which imports 60 percent of its food, protects its rice farms with a 490 percent tariff on foreign rice.\u003cbr/\u003eThe talks in Tokyo, which are behind
