Wide shot pan of audience over to Clinton at podium\u003cbr/\u003eEnglish/Nat\u003cbr/\u003ePresident Clinton is taking steps to right a wrong by apologising to the black men whose syphilis went untreated because of a federal experiment.\u003cbr/\u003eHe is also seeking to regain the faith of blacks who mistrust the government to this day because of the notorious Tuskegee study, which began in the thirties.\u003cbr/\u003eThe men's syphilis was left to run its course despite the fact that penicillin was available which could have cured the disease.\u003cbr/\u003eIn a White House ceremony on Friday, President Bill Clinton said he was sorry the men had been betrayed by their government. \u003cbr/\u003eClinton apologised to Carter Howard, Charlie Pollard, Herman Shaw, and Fred Simmons on behalf of the United States for having let them suffer for so long during the Tuskegee Syphilis Study.\u003cbr/\u003eNearly 400 men signed up with the U-S Public Health Service for free medical care. \u003cbr/\u003eWhat these men weren't told was that they had syphilis.\u003cbr/\u003eNeither were they told the service was conducting a study on the effects of that disease on the human body and that they would be the guinea pigs.\u003cbr/\u003eHerman Shaw was one of those guinea pigs.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"I'm saying today (Friday) to think of those who did not survive and whose families will forever live with the knowledge that their death and suffering was preventable.\"\u003cbr/\u003eSUPER CAPTION: Herman Shaw, Experiment Victim\u003cbr/\u003eThe president called it a shameful episode in American history.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"What was done cannot be undone but  we can end the silence. planning grant to Tuskegee University to build a Centre for Bioethics in Research and Health Care. \u003cbr/\u003eHe said the centre would serve as a lasting memorial that would address the legacy of the syphilis study.\u003cbr/\u003eClinton also announced the creation of bioethics fellowships for minority students.\u003cbr/\u003eBy the time the study was exposed in 1972, 28 men had died of the sexually transmitted disease.\u003cbr/\u003eOne hundred others were dead of related complications.\u003cbr/\u003eAt least 40 wives had been infected.\u003cbr/\u003eAnd 19 children had contracted the
