And inside was a white wooden box with a slide-off top and they opened that and inside were two glass jars, sort of like jelly jars, with a screw on lid, tightly taped.  And they said this first one has a 150 grams of oxalate, plutonium oxalate powder, a certain chemical form of plutonium, which is one of the steps along the route after you have extracted out the uranium and before you get to sort of the stable plutonium product.  So oxalate is a step along the way, and it was a greenish powder.  The second jar, they said, well that's the product, that's the plutonium metal in this jar.  They said it is 200 grams of plutonium metal.\"\u003cbr/\u003e11. Pan from Heckler to Senators\u003cbr/\u003eAn American nuclear weapons expert who recently visited North Korea's main nuclear complex said on Wednesday he saw no convincing evidence that Pyongyang can build a plutonium-based nuclear device, but it can probably make plutonium.\u003cbr/\u003eSiegfried Hecker, a former director of the Los Alamos, N.M., nuclear research laboratory, also said he remained unconvinced that the North Koreans could convert any such nuclear device into a nuclear weapon. \u003cbr/\u003eHecker, who visited North Korea's secretive Yongbyon nuclear site on January 8 as part of an unofficial U.S. delegation, was speaking to the Senate Foreign Relations Committee.\u003cbr/\u003eHecker told the committee the North Koreans claimed that day that they had reprocessed eight-thousand spent fuel rods to extract plutonium. \u003cbr/\u003eHe said the visiting delegation could not definitively substantiate the reprocessing claim, but said he saw evidence that the North Koreans had the technical expertise to do that.\u003cbr/\u003eAnother former official on the trip, former State Department official Jack Pritchard, wrote in a New York Times piece published on Wednesday that all eight-thousand rods had been removed from the nuclear site, in what Pritchard called evidence that the communist nation may have restarted efforts to build atomic bombs.\u003cbr/\u003eHecker said he told senior North Korean officials that \"there is nothing that we saw at the Yongbyon Nuclear Scientific Research Center that would allow me to assess whether or not the DPRK possessed a nuclear deterrent if that meant a nuclear device or nuclear weapon\".  DPRK is the acronym for the official name of the country, Democratic Peoples Republic of Korea.\u003cbr/\u003eAmerican officials have accused North Korea of running a secret nuclear programme in violation of a 1994 deal requiring Kim Jong Il's government to freeze its atomic facilities. \u003cbr/\u003eWashington and its allies since have cut off free oil shipments that were part of the accord.\u003cbr/\u003eThe delegation met with North Korean nuclear scientists, Vice Foreign Minister Kim Kye Gwan and Lieutenant General Ri Chan Bok, the point man with the American-led UN Command in
