We need to get Nuclear Suppliers' agreement approval, that takes a couple of months. We need to get the documents ready and up to our Congress, that can take a little while too and then we need to get.... give our Congress sufficient time to consider the, the final package, that takes a month or two as well. It brings India into, into harmony with international non-proliferation effort, and it adds to the overall non-proliferation effort in the world as well as being good for India, good for United States, good for all the countries that are involved in nuclear commerce, nuclear developments around the world. Wide of Boucher leaving microphone and walking across grass\u003cbr/\u003eA top US diplomat on Wednesday said India was \"playing in overtime\" on plans to finalise a landmark nuclear energy deal with the US, stipulating that American lawmakers would need time to debate and, hopefully, ratify the pact before their summer break.\u003cbr/\u003e\"We are kind of playing in overtime right now. There is an awful lot of work to do and not a lot of time,\" Richard Boucher, US Assistant Secretary of State told reporters at a news briefing in New Delhi on Wednesday. \u003cbr/\u003eBouchner indicated the US would give India until the end of May to finalise the energy deal. \u003cbr/\u003eThe renewed American pressure came as India's prime minister said he was still trying to overcome fierce domestic opposition to the pact, which both sides had originally hoped to wrap up before the end of last year.\u003cbr/\u003eTouted as the foundation of a new partnership between New Delhi and Washington, the deal would reverse three decades of American anti-proliferation policy by allowing the United States to send nuclear fuel and technology to India, even though the country has refused to sign nonproliferation treaties and tested nuclear weapons.\u003cbr/\u003eIndia, in exchange, would allow international inspections of its civilian nuclear reactors. \u003cbr/\u003eThe country's leaders say the pact is needed to help meet the growing energy demands of India's booming economy.\u003cbr/\u003eBoucher emphasised the possibility of a change in administration with the US elections coming up - pointing to no guarantee the new administration would keep the deal on the table. \u003cbr/\u003eHe urged a swift approach, saying there were a number of steps involved which could take time, and delay the process. \u003cbr/\u003e\"We need to get the documents ready and up to our Congress, that can take a little while too.\" he said, adding that Congress consideration would also add time. \u003cbr/\u003eThose other steps Boucher referred to are India reaching separate deals with the United Nation's International Atomic Energy Commission and the Nuclear Suppliers Group, a collection of countries that export nuclear material. \u003cbr/\u003eBoth deals are needed before the US Congress can ratify the pact.\u003cbr/\u003eThe nuclear pact faces stiff opposition in India, especially among communist parties that are key to the survival of Indian Prime Minister Manmohan Singh's government and have threatened to pull their support if he tries to finalise the deal.\u003cbr/\u003eThe communist parties say they don't want closer ties to the United States, and other critics fear the deal could undermine India's cherished nuclear weapons programme.\u003cbr/\u003eSingh said last year he would not risk the stability of his government to push the deal through.\u003cbr/\u003eHe has since walked a political tightrope - not fully pressing for the pact but nonetheless taking the next step in finalising it by opening talks with the International Atomic Energy Agency (IAEA) on an agreement that would allow inspections of Indian reactors.\u003cbr/\u003eOn Wednesday, Singh told lawmakers that negotiations with the IAEA were proceeding and that India would continue to seek the \"broadest possible consensus within the country to enable the next step to be taken.\"\u003cbr/\u003eThe nuclear deal faces opposition in the US, too - critics there, including some in Congress, say providing US fuel to India would free up India's
