Wide of meeting, heads of state clapping\u003cbr/\u003eThe heads of state at the Mercosur trade bloc summit on Tuesday passed a resolution condemning the new European Union (EU) rules on expelling illegal immigrants.\u003cbr/\u003eThe 35th summit of Mercosur was taking place in San Miguel de Tucuman in Argentina.\u003cbr/\u003ePresident of Argentina and host of the meeting, Cristina Fernadez de Kirchner, said that \"in Europe they are... presenting solutions and policies which are truly inadmissible.\"\u003cbr/\u003eVenezuelan President Hugo Chavez accused Europe of taking a page from Washington by adopting a barbaric immigration policy, in stark contrast to moves by South American nations to enable passport-free travel across most of the continent.\u003cbr/\u003e\"The 'civilised Europe' has opened the door to - and also legalised - the barbarity,\" Chavez said at the meeting. \u003cbr/\u003e\"Because this is a true barbarity, something barbarian, something that belongs to the worst times in history where barbarity ruled the world. The new travel zone includes associate Mercosur members as well, covering all of South America except the Guyanas.\u003cbr/\u003eThe EU rules standardise how illegal immigrants are treated, allowing undocumented migrants to be held for a year and a half in jail before being deported, and banning violators from re-entering Europe for as long as five years.\u003cbr/\u003eThe Mercosur meeting also focused on the global food and energy crisis, noting that member nations have the potential to thrive, since its members include major energy and food exporters.\u003cbr/\u003eBrazil is the world's largest producer of sugar and of cane sugar ethanol, and second in soy. not specify what the organisation would do. \u003cbr/\u003eBut Chavez said that if somebody asked him if Petrosur would be a South American OPEC he would say yes. \u003cbr/\u003eHe added that one organisation would not absorb the other.\u003cbr/\u003eVenezuela is a founding member of OPEC, which sets oil production quotas for member countries. \u003cbr/\u003eWith 310 (b) billion barrels of recoverable oil, Venezuela has South America's largest reserves.\u003cbr/\u003eChavez said that he believes international oil prices have \"stabilised\" at around 140 US dollars a barrel, and said he expects it will be \"very difficult\" for prices to drop below 100 US dollars a barrel.\u003cbr/\u003eHe said that Venezuela is willing to donate 1 US dollar for every barrel exported (as long as a barrel is over 100 US dollars) to fund South American farmers so that the region can have food in times of emergency.\u003cbr/\u003eAt that rate, Venezuela's annual contribution could be 920 million US dollars, he said.\u003cbr/\u003eThe socialist leader criticised what he called the United States' \"crazy\" initiatives to produce ethanol from corn.\u003cbr/\u003eBut he praised Brazil's biofuels
