Secretary-General Kofi Annan said Thursday.\u003cbr/\u003eAnnan, speaking in the Indian capital New Delhi, said that member states should agree to take a decision one way or the other before the summit meeting.\u003cbr/\u003eExpansion of the Security Council would require a change in the U.N. Charter, so a resolution would have to be approved by two-thirds of the 191-member General Assembly. \u003cbr/\u003eIt also must avoid veto by one of the five permanent Security Council members.\u003cbr/\u003eChina, one of the five permanent members, said this month it opposes a timetable for expanding the council, a blow to the four countries - Japan, Germany, India and Brazil - seeking permanent seats through a resolution to that effect by this summer.\u003cbr/\u003eAnnan said \"it would be far preferable for member states to take this vital decision by consensus. But if they are unable to reach a consensus, this should not become an excuse for postponing action.\"\u003cbr/\u003eAnnan said the expansion of the Security Council was just one element of several reforms of the United Nations that he has been pushing for. \"Our agenda of change is much broader,\" he said.\u003cbr/\u003eOther reforms include setting a 2015 deadline to increase official development and aid by rich nations to 0.7 percent of their gross national income, replacing the existing human rights commission with a more efficient and leaner council and signing of the nuclear Non Proliferation Treaty by all member states.\u003cbr/\u003eAnnan also urged the international community \"to step up aid to combat HIV-AIDS.
