Burns leaving news conference\u003cbr/\u003eIndian and US officials on Friday welcomed American lawmakers' endorsement of a plan that allows the United States to ship civilian nuclear fuel and technology to India. \u003cbr/\u003eAfter several days of talks, congressional negotiators on Thursday signed off on the measure, which reconciles separate versions previously endorsed overwhelmingly by the Senate and House of Representatives. \u003cbr/\u003eBoth chambers of the US Congress must now vote again on the bill before sending it to US President George W. Bush to sign into law. \u003cbr/\u003eThe House was expected to consider the bill on Friday, and the Senate after that. \u003cbr/\u003eIndia had pushed hard for the deal, needed to help meet the country's rapidly growing energy demands. \u003cbr/\u003e\"This is a major, historic step forward for both our countries,\" US Undersecretary of State Nicholas Burns told reporters in New Delhi. \"The civil nuclear agreement in our eyes is the symbolic centre of this new strategic partnership between India and the United States. inspections at its 14 civilian nuclear plants. \u003cbr/\u003eEight Indian military plants would be off-limits to inspectors.\u003cbr/\u003eCritics say the cooperation plan could boost India's nuclear arsenal and spark a nuclear arms race with rival Pakistan. \u003cbr/\u003eIndia developed its nuclear weapons outside the international Nuclear Non-proliferation Treaty, which it has refused to
