We no longer want to feel afraid of losing our husbands and children when they go out in to the street,\" one woman said.\u003cbr/\u003eMeanwhile hundreds marched side by side blaming APPO (Popular Assembly of the People of Oaxaca) for the recent violence that has seized the city.\u003cbr/\u003eDespite President Vicente Fox's insistence on Monday that \"social order and peace has been restored\" to the city, at least one federal official acknowledged that had not yet happened.\u003cbr/\u003eProtesters erected barricades, blocked a major highway and burned vehicles on Tuesday.\u003cbr/\u003eMost schools and businesses in the capital remained closed as small bands of protesters used debris, stones and sand bags to re-barricade streets that police had recently cleared just two blocks from the main square.\u003cbr/\u003eBut protesters say they will not back down until the resignation of Ruiz, whom they accuse of oppressing dissent and rigging his 2004 election.\u003cbr/\u003e\"What we say is that if Ulises does not leave, Calderon will not come in. This is a political stategy that could lead to concrete political action,\" said Flavio Sosa, leader of APPO.\u003cbr/\u003eHe said that protests would continue, and the presence of the Federal Preventive Police would \"only guarantee war here.\"\u003cbr/\u003eProtesters climbed on top of buildings to monitor police movements, or helped blockade the main highway connecting Mexico City and Oaxaca. \u003cbr/\u003eThe protesters have transferred their operations base to a plaza about five blocks from the city's main square and maintained control over Oaxaca University, including its radio station.\u003cbr/\u003eSosa told The Associated Press that talks between the demonstrators and government officials were temporarily broken off. \u003cbr/\u003eIn a television interview, he said the protesters would take down all remaining barricades if Ruiz resigned. \u003cbr/\u003eMeanwhile in Mexico City, Public Safety Secretary Eduardo Medina Mora told foreign journalists on Tuesday that police would remain in Oaxaca until they \"re-establish the rule of law, public order and calm.\"\u003cbr/\u003e\"That is the purpose of our intervention. So, we will be in Oaxaca until we know this has occurred, not a moment more,\" Medina Mora said.\u003cbr/\u003eMexico's Congress called for the governor to step down in a nonbinding resolution on Monday. Ruiz has refused.\u003cbr/\u003eAlthough striking teachers had promised to go back to work on Monday, only about 4,000 of the state's 13,000 schools were open as of Tuesday, none in the state capital itself, Mexican news media reported. \u003cbr/\u003eMore than one (m) million children have missed classes since the protests began.\u003cbr/\u003eThe conflict began in May as a teachers' strike but quickly spiralled into chaos as anarchists, students and indigenous groups seized the central plaza and barricaded streets throughout the city to demand Ruiz's resignation.\u003cbr/\u003eFox, who had resisted repeated calls to send federal forces to Oaxaca, did so on Saturday, setting off street battles.\u003cbr/\u003eEight people have died in clashes since protesters took over the city. Among those killed was U.S. activist-journalist Bradley Roland Will.
