Wide of car driving down Haditha street\u003cbr/\u003eSurvivors of what's been described as one of the Iraq War's worst attacks on civilians by US troops reacted with anger and shock on Tuesday, over the news that one of the men deemed responsible has pleaded guilty in a deal that will carry no more than three months confinement \u003cbr/\u003eHaditha resident Awis Fahmi Hussein still carries the scars of the 2005 raid that killed 24 of his neighbours.  \u003cbr/\u003eHe was shot in the back as he ran out of his home to investigate the sounds of gunfire and screaming.\u003cbr/\u003eHis family claim they had to wait six hours to take him to a hospital because of a US enforced curfew. \u003cbr/\u003eHe says, like many in the tightly knit community, that three months is not enough for the killing of Iraqi women, children and elderly\u003cbr/\u003e\"I was expecting that the American judiciary would sentence this person to life in prison and that he would appear and confess in front of the whole world that he committed this crime, so that America could show itself as democratic and fair,'' he said.   \u003cbr/\u003eUS military prosecutors had worked for more than six years to bring Marine Staff Sgt. Frank Wuterich to trial on manslaughter charges that could have sent him away to prison for life.\u003cbr/\u003eBut only weeks after the long-awaited trial started, they offered Wuterich a deal that stopped the proceedings and could mean little to no jail time for the squad leader who ordered his men to \"shoot first, ask questions later.\"\u003cbr/\u003eThe 31-year-old Marine, who was originally accused of unpremeditated murder, pleaded guilty on Monday to negligent dereliction of duty for leading the squad after a roadside bomb exploded, killing a fellow Marine and wounding two others.\u003cbr/\u003eProsecutors argued he lost control after seeing the body of his friend blown apart by the bomb and led his men on a rampage in which they stormed two nearby homes, blasting their way in with gunfire and grenades.\u003cbr/\u003eThe squad did not take any gunfire during the 45-minute raid.\u003cbr/\u003eWuterich, who was indicted in 19 of the 24 deaths, faces a maximum of three months in confinement, two-thirds forfeiture of pay and a rank demotion to private when he's sentenced.\u003cbr/\u003eThe seven other Marines initially charged were exonerated or had their cases dropped.\u003cbr/\u003eThe Haditha incident is considered among the war's defining moments, further tainting America's reputation when it was already at a low point after the release of photos of prisoner abuse by US soldiers at Abu Ghraib prison.\u003cbr/\u003eIt still fuels anger in Iraq today and Haditha residents still gather to commemorate the event annually.\u003cbr/\u003e\"It is a farce, 24 people were killed and he was sentenced to three months in prison only,'' said local resident Muhand, who unlike Awis Fahmi Hussein stayed safely in his home on the day of the raid.\u003cbr/\u003eOthers like Khalid Salman Rasif, the Head of the Provincial Council in Haditha, say they are simply confused by the outcome of the trial.\u003cbr/\u003e\"We wonder about such a sentence issued against the defendant. the US based lawyer representing the victims for further explanation.  \u003cbr/\u003eWuterich, his family and his attorneys declined to comment Monday after he entered the plea. \u003cbr/\u003eProsecutors also declined to comment on the plea deal.\u003cbr/\u003eIn the deal, Wuterich acknowledged that his orders misled his men to believe they could shoot without hesitation and not follow the rules of engagement that required troops to positively identify their targets before they raided the homes.\u003cbr/\u003eHe said his orders were based on the guidance of his platoon commander at the time.\u003cbr/\u003eMany of his squad mates testified that they do not believe to this day that they did anything wrong because they feared insurgents were inside
