Zoom out of Li Keqiang standing up and shaking hands with Xi, AUDIO: applause\u003cbr/\u003eOn March 11th 2013 China took another step towards completing its leadership handover with the appointment of an official best known for his communist pedigree to head a top government advisory body.\u003cbr/\u003eYu Zhengsheng was selected by a vote of 2,188 to 4 to head the Chinese People's Political Consultative Conference (CPPCC), a companion body to the country's rubber-stamp legislature. \u003cbr/\u003eThere was no other candidate in the CPPCC vote.\u003cbr/\u003eYu's selection is the latest step in China's once-a-decade political transition and kicks off a week of formal government leadership changes that were foreshadowed by promotions at the Communist Party's congress in November 2012. \u003cbr/\u003eIn China, the party is the pre-eminent political power and top government posts are held by its leaders.\u003cbr/\u003eYu was among seven leaders who ascended to the party's top inner circle at the November conclave which also appointed Xi Jinping as general secretary. \u003cbr/\u003eYu is ranked fourth in the party.\u003cbr/\u003eThe governor of the People's Bank of China, Zhou Xiaochuan, was named one of the vice chairmen of the advisory body, suggesting that he might be preparing to leave the central bank after 11 years at the helm.\u003cbr/\u003eIn one of the session's more interesting vote counts, scandal-tainted politician Ling Jihua, formerly a top aide to President Hu Jintao, was among a few who received more than just a handful of opposing votes. \u003cbr/\u003eNinety ballots were cast against his appointment as one of the vice chairmen, although he got through anyway with more than 2,000 votes in his favour.\u003cbr/\u003eThe votes against Ling could be a sign of damage to his reputation caused by reports of a lurid scandal involving his son, who apparently died after crashing in a speeding Ferrari whilst playing some kind of high-speed sex game a year ago in Beijing.\u003cbr/\u003eThis week, the largely ceremonial legislature known as the National People's Congress will finalise the transition and approve appointments to top government posts: Xi is certain to succeed Hu as president, while Li Keqiang, the party's number two, is to be named premier, in charge of the Cabinet.\u003cbr/\u003eWhen fully installed into government posts, Xi's administration will confront domestic challenges which include public anger over official corruption that pervades all levels of society, and the degradation of the country's water, air and soil which has resulted from decades of rapid economic growth. \u003cbr/\u003eA rising middle class, empowered by social networking technology, is increasingly vocal about its demands for change and willing to organise demonstrations to that effect.\u003cbr/\u003eYu, 67, was Communist Party chief in the financial hub of Shanghai until shortly after his latest party promotion. \u003cbr/\u003eHe held the post of construction minister in the 1990s, when China suffered a series of building collapses which prompted the party to launch a campaign to improve construction safety.\u003cbr/\u003eA missile engineer by training, Yu is best known for his status as a \"princeling\" - the label assigned to the politically influential sons and daughters of leaders who struggled alongside Mao Zedong in the early years of the communist state. \u003cbr/\u003eYu's father was the ex-husband of a woman who later married Mao.\u003cbr/\u003eHis family history has been problematic, however: His brother, an official in the Ministry of State Security, China's secret police, defected to the United States in the mid-1980s. \u003cbr/\u003eYu's connections to patriarch Deng Xiaoping's family are believed to have kept him in the running for promotion to the apex of power.\u003cbr/\u003eYu now heads a 2,200-plus advisory body made up of carefully selected entrepreneurs, intellectuals, religious clerics and celebrities. \u003cbr/\u003eThe group has no real power, but in recent years has become more important as representatives have used the platform to advocate for hot-button issues of public concern such as food safety, pollution and land seizures.\u003cbr/\u003eOn March 14th China's rubberstamp national legislature elected new leader Xi Jinping to the country's presidency.\u003cbr/\u003eXi capped his rise by adding the largely ceremonial title of president, though he will need cautious manoeuvring to consolidate his power and build support from a public that is increasingly clamouring for change.\u003cbr/\u003eThe elevation of Xi to the presidency gave him the last of the three titles held by his predecessor, Hu Jintao.\u003cbr/\u003eThe move was expected after Xi was named head of the Communist Party and chairman of its military - positions of true power - last November in a once-a-decade handover to a new group of leaders that has been years in the making.\u003cbr/\u003eThe title of president is largely ceremonial, as real power rests with the Communist Party and not the state.\u003cbr/\u003eThe plenary meeting of the first session of the 12th National People's Congress (NPC) also elected Zhang Dejiang as chairman of the NPC Standing Committee, replacing Wu Bangguo.\u003cbr/\u003eZhang, the third-ranking leader, studied economics at Kim Il Sung University in North Korea, and is likely to play a key role in Beijing's diplomacy with Pyongyang amid rising tensions over the North's nuclear weapons and missile programmes.\u003cbr/\u003eBuoyant NPC delegates poured into Tiananmen Square after the plenary session ended.\u003cbr/\u003e\"I hope China can get more prosperous and that people can live a better life under the leadership of President Xi Jinping in the next 10 years,\" said one delegates.\u003cbr/\u003eAnother expressed his support for this once-a-decade handover to a new group of leaders that has been years in the making. \u003cbr/\u003e\"As a delegate, I believe the new leaders are excellent and capable enough to lead to build a beautiful China,\" he added.\u003cbr/\u003eOn March 15th China formally installed the Communist Party's second-ranked leader, Li Keqiang, as premier - as a once-a-decade leadership transition neared its well-ordered conclusion.\u003cbr/\u003eThe party-controlled legislature overwhelmingly selected Li, the only candidate for the post, 2,940 in favour with one opposed and six abstaining.\u003cbr/\u003e\"I am really satisfied. He listens to ordinary people's voices. We also have hopes that he will build a wonderful China,\" said Wu Yongtai, a National People's Congress delegate.\u003cbr/\u003eA day earlier, the legislature similarly appointed Xi Jinping to the ceremonial post of president, making him China's pre-eminent leader following his ascent last November to head the Communist Party and the military.\u003cbr/\u003eThough the outcome of the legislative session was a foregone conclusion, it is the result of years of fractious behind-the-scenes bargaining. \u003cbr/\u003eThe premier and president hail from different factions.\u003cbr/\u003eLi Keqiang is a protege of the now-retired President Hu Jintao while Xi Jinping is the son of a revolutionary veteran with backing among party elders.\u003cbr/\u003eAfter Li's selection was announced, he and Xi shook hands and smiled for photographers in the Great Hall of the People. \u003cbr/\u003eEvidence of their ability to forge consensus will be seen on Saturday when appointments to the Cabinet and other top government posts are announced.\u003cbr/\u003eTogether, Xi and Li now steer a rising global power beset with many domestic challenges that will test their leadership. \u003cbr/\u003eChief among them are a sputtering economy that is overly dominated by powerful state industries and mounting public anger over widespread corruption, a burgeoning income gap and social inequality.\u003cbr/\u003eAn increasingly vocal Chinese public is expressing impatience with the government's unfulfilled promises to curb abuses of power by local officials, better police the food
