Wide shot in the evening of one farm of the PPR\u003cbr/\u003eMandarin/Nat\u003cbr/\u003eFor nearly half a century, a pioneering Chinese paramilitary corps has been preparing areas of desert in the far Northwest province of Xinjiang for settlers.\u003cbr/\u003eThey succeeded in both securing the border with Pakistan and tackling unrest amongst local Muslims.\u003cbr/\u003eNowadays, the better known Xinjiang production and Construction Corps is trying to forge a new image to attract foreign investors into the region.\u003cbr/\u003eThe remote Northwest in Xinjiang is known as the 'New Territory' and most of the Han Chinese still think of it as a desolate, forbidding, desert place.\u003cbr/\u003eIn an area three times the size of France, sand dunes alternate with rocky plains and arid mountains.\u003cbr/\u003eIn the late 1950's the government sent thousands of ethnic Han Chinese to the region to build roads, railways, hospitals and schools.\u003cbr/\u003eThey then settled there, where the only previous inhabitants were nomads.\u003cbr/\u003eThis corps was better known in the West as the Paramilitary Productions Brigades.\u003cbr/\u003eInitially it was made up of 100 thousand demobilised soldiers after the communists came to power in 1949.\u003cbr/\u003eA swath of forbidding desert, bleak plains of scrub and high pastures, Xinjiang was largely cut off from China's food supplies after world war two.\u003cbr/\u003eAs shown on these pictures from the 60s, conditions for the first Corps members who  came to Xinjiang were very hard.    \u003cbr/\u003eLand was made fertile by back-breaking manual work and very rudimentary tools.\u003cbr/\u003eThe first pioneers - as they were called - had to live in shelters, dug into the hard earth to ward off the long 30-below plus winters and oppressive summers.\u003cbr/\u003eDuring these revolutionary times, young people imbued with patriotic fervour volunteered after graduation to participate in the campaign.\u003cbr/\u003eSome were technical experts transferred to Xinjiang from industrial towns elsewhere in China to tap the region's rich oil and mineral resources.\u003cbr/\u003eOthers left their overpopulated province in the East of China to escape famine or a disastrous economic situation.\u003cbr/\u003eDong Lifu, who is 67 years old, came from Sichuan province in the mid-60's was one of them.\u003cbr/\u003eSOUNDBITE: (Mandarin)\u003cbr/\u003e\"The government was taking good care of Xinjiang. At that time chairman Mao said that we were productions teams, working teams and fighting teams.\"\u003cbr/\u003eSUPER CAPTION: DONG Lifu, Corp's farmer, Regiment 121\u003cbr/\u003eFarms here are known as regiments and divided into brigades and squads headed up by 'commanders'.\u003cbr/\u003eThe Corp's organisation is paramilitary and even if people don't wear uniforms anymore, military training, especially in the area along China's border still occurs.\u003cbr/\u003eWith ploughs and guns, the Xinjiang production and Construction Corps turned the area into an empire of cotton plantations, distilleries and filling stations.\u003cbr/\u003eAnd most of the existing roads and railways were built by the Corps.\u003cbr/\u003eQuickly, Xinjiang become one of China's major cotton and oil production centres.\u003cbr/\u003eThe success of the Corps won over Hong Kong investment bankers and the Chinese Communist Party recently consented to the Corps becoming a corporation.\u003cbr/\u003eWith expected approval from Beijing, the Corps will become the ``China new Construction Enterprise group'.     \u003cbr/\u003eBut the Corps military terminology is increasingly an impediment to getting the foreign investment and technology crucial to keeping the Corps competitive.\u003cbr/\u003eSOUNDBITE: (Mandarin)\u003cbr/\u003e\"The name of ``Paramilitary Brigades' has caused a lot of misunderstandings among our foreign friends because they do not know who we really are and that some translators translate our name as ``big military groups'. This has caused us big inconvenience in our\u003cbr/\u003eeconomic dealing and trade relations with other countries.'\u003cbr/\u003eSUPER CAPTION: WANG Guizhen, vice political commissar of Xinjiang production and Construction Corps\u003cbr/\u003eBut the Corps carries heavy historic baggage into its shiny corporate future.\u003cbr/\u003eAmongst its vast holdings, human rights groups say that labour camps are filled with hardened criminals.\u003cbr/\u003eEvidence suggests that labour camps prisoners were forced to construct roads, and work in the fields picking cotton.\u003cbr/\u003eHarry Wu, is a Chinese dissident exiled in the United States who was arrested by Chinese police in Xinjiang in 1995.\u003cbr/\u003eHe was trying to investigating the labour camps in the area before being expelled, an event local officials from the Corps remember bitterly.\u003cbr/\u003eSOUNDBITE: (Mandarin)\u003cbr/\u003e\"He did what he should not have done and said what he should not have said.
