But Democrats claim the bill is no...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eEnglish/Nat\u003cbr/\u003eThe U-S Senate approved a Republican version of a chemical weapons ban Thursday.\u003cbr/\u003eThe new law would impose tough economic sanctions on any nation caught dealing  with chemical weapons.  \u003cbr/\u003eBut Democrats claim the bill is no substitute for signing up to the international ban  which has already been ratified by 70 Nations.\u003cbr/\u003eThe global treaty is due to be debated on the Senate floor next week.\u003cbr/\u003eAfter four years of wrangling and false starts, the Senate is finally facing up to the  corrosive issue of chemical weapons.\u003cbr/\u003eSenate Majority Leader Trent Lott promised a vote on the global chemical weapons  treaty next Thursday.\u003cbr/\u003eThat's just five days before the proposed ban is due to take effect. \u003cbr/\u003eMeanwhile, the Senate passed a separate bill Thursday.\u003cbr/\u003eSponsors offer this Republican backed bill as an alternative to the international treaty,  which they say will be unenforceable.\u003cbr/\u003eThe bill - approved by 53 to 44 - would set fines and prison terms for anyone acquiring,  possessing or using chemical weapons.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"I would think all of our members would want to do that.  Who would be against that?  Who would be against providing the President with a little more flexibility in imposing  sanctions against countries that violate international law by using chemical or biological  weapons?\"\u003cbr/\u003eSUPER CAPTION:  Senator Jon Kyl, Republican, Arizona\u003cbr/\u003eBut Democrats dismissed the Republican bill, which they fear will undermine their  chances of ratifying the treaty.\u003cbr/\u003eThey argued the bill passed Thursday would actually weaken existing laws in some  areas.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"The bill before us, S495 falls well short of what US participation in the chemical  weapons convention can deliver.  It doesn't have the depth, the scope and the boldness  of the C-W-C (Chemical Weapons Convention). More importantly, if this bill is passed  as an alternative to the C-W-C, it would undermine our efforts to deprive aggressor  nations and terrorist organizations of the use of chemical weapons.\"\u003cbr/\u003eSUPER CAPTION:  Senator Carl Levin, Democrat, Michigan\u003cbr/\u003eThe Republican legislation still needs approval from the House of Representatives and  President Clinton before it can become law.\u003cbr/\u003eSince Clinton will settle for nothing short of the full treaty, other opponents are  optimistic the Republican Bill will fall short.\u003cbr/\u003eMeanwhile the Clinton administration is doing all it can to force the international treaty  through Congress.\u003cbr/\u003eChairman of the Joint Chiefs of Staff General John Shalikashvili, speaking at a Pentagon  briefing Thursday, emphasised the importance of U-S participation in the treaty.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"It is obvious to us that we are better off with the convention than without it.  Furthermore, this convention joins the world community ready to forego an entire class  of weapons of mass destruction.  It implements a regime of enforcement to include  most rigorous inspections, and it impairs the ability of those outside of the convention  to obtain materials to make chemical weapons.\"\u003cbr/\u003eSUPER CAPTION:  General John Shalikashvili, Chairman of the Joint Chiefs of Staff\u003cbr/\u003eAnd retired General Colin Powell also weighed in with his support for the convention.\u003cbr/\u003eHe said that, despite flaws in the treaty, the U-S shouldn't underestimate the  importance of sending the right signal to the world. \u003cbr/\u003eSigning the treaty was, he said, the best way of demonstrating that chemical weapons  would not be tolerated.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"It strengthens our hand.
