that it is a mature, responsible moderate society.\u003cbr/\u003eHe made the comments after delivering a lecture on the need for aid programmes to help Asia, especially South East Asia.\u003cbr/\u003eHe also touched briefly on the controversy surrounding the decision by Harper Collins, the publishing house owned by the media tycoon Rupert Murdoch,  to cancel a book by Patten which was critical of the Chinese authorities.\u003cbr/\u003eAlthough Chris Patten is no longer the governor of Hong Kong, his views on Asia still attract a big crowd.\u003cbr/\u003eOn Wednesday, he gave the fourth annual lecture on aid to Asia - an event organised by Nestle, the milk drink company. \u003cbr/\u003eHe put the case for aid being used to create the conditions in which markets are most likely to operate or at least begin operating benignly.\u003cbr/\u003eHe said the current economic crisis should not deter long term aid programmes and if anything, it should create a better environment for aid to be used wisely because markets were now being forced to be more open.\u003cbr/\u003eHe said aid was especially needed in South East Asia where development has lagged.\u003cbr/\u003eAfter the lecture, he fielded questions from the media.\u003cbr/\u003eSpeaking about the upcoming ASEAN meeting, he said he thought the British government would use the occasion to promote its so-called ethical  foreign policy.\u003cbr/\u003eI'm sure British Government will want to use its presidency (of the European Union) to make a real impact on these issues because Mr Cook, and I support this, has said there should be a proper ethical basis for Britain's foreign policy so I'm sure that he will want to press these issues very strongly.\"\u003cbr/\u003eSUPER CAPTION: Chris Patten, Former Governor of Hong Kong  \u003cbr/\u003eHe also gave his enthusiastic support to the way Hong Kong was coping after resorting to Chinese rule.\u003cbr/\u003eHe said he hoped supporters of democracy would continue to thrive despite being excluded from having any great influence in the political system.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"What Chinese officials have discovered is the truth of what I always argued.
