Helicopter taking off\u003cbr/\u003ePolice and soldiers tried to coax the last 10-thousand surviving residents out of New Orleans on Wednesday, after the mayor ordered everyone remaining to be evacuated, by force if necessary, because of the risk of fires and disease.\u003cbr/\u003eAs the bacteria-filled floodwaters began to slowly recede with the first of the city's pumps returning to operation, Mayor Ray Nagin instructed law enforcement and the US military to evacuate all holdouts for their own safety. \u003cbr/\u003eHe warned that the fetid water could spread disease and that natural gas was leaking all over town.\u003cbr/\u003eThe stepped-up evacuation came as workers struggled find and count the corpses decaying in the 90-degree Fahrenheit (32-degree Celsius) heat. \u003cbr/\u003eBy Wednesday afternoon, the first government tests confirmed that floodwater bacteria associated with sewage are at least ten times higher than acceptable safety levels.\u003cbr/\u003eHealth officials said at least four people may have already died of a waterborne bacterial infection circulating in Katrina's floodwaters.\u003cbr/\u003ePolice said they were focusing on those who would go voluntarily first.\u003cbr/\u003eSeveral residents said they heard Nagin's order to leave on portable radios and were reluctantly complying.\u003cbr/\u003ePicola Brown said she had not been able to leave because a truck ran over her left foot shortly before the storm struck, breaking a toe.\u003cbr/\u003eAn army sergeant managed to convince Brown and her husband to leave the city they love.\u003cbr/\u003eNearby, a frail-looking 86-year-old Anthony Charbonnet locked his front door and walked slowly down the steps of the house where he had lived since 1955.\u003cbr/\u003eCharbonnet said in those 50 years, he has never left his house. But while still protesting, he stepped into the ambulance which would take him to a helicopter.\u003cbr/\u003eEvacuees were taken by boat, ambulance and military vehicles to a central gathering point, where they were then shuttled to safer locations.\u003cbr/\u003eA spokesman for the US Army 82nd airborne said those who had family in other US cities were provided transportation to the location of their choice.\u003cbr/\u003eThose without families in other US cities were taken to shelters.\u003cbr/\u003eMeanwhile, the head of FEMA (Federal Emergency Management Agency) announced a plan to hand out debit cards to Katrina victims.\u003cbr/\u003eFEMA director Michael Brown said the cards are designed to empower those affected by the storm, and allow them to make their own decisions about what
