This has been characterised by the shutting down of hospitals and schools and above all in the cutbacks in public education. From the very beginning Pastrana and his team - especially the Treasury - correctly diagnosed that what Colombia needed was an fiscal adjustment. But no adjustment has been made, or if it has it has been too weak. The economic reforms that Colombia needs have not been carried out either.
