Chavez and Correa walking away\u003cbr/\u003eSeven South American nations on Saturday signed an agreement to create a Bank of the South with startup capital of 20 (b) billion US dollars (13 (b) billion euros).\u003cbr/\u003eThe development bank has been touted by Venezuelan President Hugo Chavez as a counterweight to US-influenced international lenders.\u003cbr/\u003eIt was agreed by the region's finance ministers in May with a funds of seven (b) billion US dollars (4.7 (b) euros) and documents were signed at a presidential summit in Porlamar on Margarita Island, near the Venezuela capital Caracas.\u003cbr/\u003eLeaders including Brazilian President Luiz Inacio Lula da Silva and Argentina's Cristina Fernandez formally signed the pact and announced that the starting capital would be 20 (b) billion US dollars.\u003cbr/\u003eIt was unclear how much each country would contribute, but finance ministers had agreed on two (b) billion US dollars each from the Argentina, Venezuela and Brazil with smaller amounts from Uruguay, Ecuador, Paraguay and Bolivia.\u003cbr/\u003eThe summit was attended by several african leaders as a joint Africa-South America summit, with the title South-South and Chavez also offered to help set up  a \"South-South bank\" to help fund African development projects.\u003cbr/\u003eAs he left the meeting Chavez told reporters when asked about Venezuela's uranium exploration, \"We have lots of Uranium, lots and lots!\"\u003cbr/\u003eThis month, Venezuelan President said after an official visit to Russia, that Caracas was going to \"start the process to develop nuclear energy,\" but that he had no plans to make the atomic bomb, \"so (people) shouldn't start annoying us�with a war or something like they have against Iran.\"\u003cbr/\u003eChavez is a major ally of Iran and has repeatedly defended its right to a nuclear program, while the US and other countries have accused Tehran of non-peaceful plans for its nuclear programme.\u003cbr/\u003eChavez had expressed interest in developing nuclear energy as early as 2005, and mentioned Venezuela could discuss it with Iran. \u003cbr/\u003eHe said during a visit to Tehran earlier this month that the two nations agreed to work together on geological studies in the Venezuelan Andes and the foothills in his home state of Barinas, where satellite information indicated the existence of \"different minerals that are very important for the country's development.\" He didn't elaborate, and didn't mention uranium.\u003cbr/\u003eUS State Department spokesman
