Cars leaving convention centre area\u003cbr/\u003eIndia and the 10 Association of Southeast Asian Nations (ASEAN) countries signed a partnership pact on Tuesday that pledges to work toward a free trade area by 2011 and cooperation on issues ranging from information technology (IT) to highway construction.\u003cbr/\u003eThe pact, signed by Indian Prime Minister Manmohan Singh and ASEAN leaders after their third annual summit, also calls for cooperation in fighting terrorism, drug trafficking and proliferation of weapons of mass destruction.\u003cbr/\u003eFree trade talks between ASEAN and India began last year and are expected to last another year.\u003cbr/\u003eThe pact adopted on Tuesday calls for an ASEAN-India free trade area by 2011 with the five richer members of the region and by 2016 for the other five.\u003cbr/\u003eThe aim is to \"achieve freer movement of goods, services, investment and cooperation in other economic areas,\" said the agreement entitled 'The ASEAN-India Partnership for Peace, Progress and Shared Prosperity'.\u003cbr/\u003eWhile it is aimed at boosting trade and investment, the pact also draws pledges by ASEAN and India to enhance cooperation in tourism, culture, sport and communications.\u003cbr/\u003eThe pact only talks about intentions however and does not give details of how the parties will achieve the goals.\u003cbr/\u003eTwo of the principle projects being planned by India and ASEAN are a highway from India to Thailand through Myanmar, and the promotion of an ASEAN-India broadband high-speed optical fibre network.\u003cbr/\u003eIndia also will provide its software expertise to ASEAN countries who will share their hardware capability to strengthen the IT industry in the region.\u003cbr/\u003eAlso on Tuesday, first ASEAN-India car rally which aims to promote the region's expanding road network and raise public awareness about relations between South Asia and Southeast Asia passed through Vientiane. \u003cbr/\u003eThe caravan of about 60 mostly Indian-made cars paraded before the ASEAN leaders as it continued its trek from India to Indonesia.\u003cbr/\u003eParticipants range from car enthusiasts to adventurers, journalists and filmmakers.\u003cbr/\u003eThe drivers said the roads went from smooth to non-existent and they were constantly followed and sometimes harassed by security personnel.\u003cbr/\u003eThe 20-day, nine-country rally that opened in the northeastern Indian city of Guwahati on Nov. 22, will cover 8-thousand kilometres (4,950 miles).\u003cbr/\u003eIt passed through Myanmar and Thailand before crossing into Laos.  It will then go to Vietnam, Cambodia, Malaysia and Singapore before concluding at Batam, Indonesia, on December 11, 2004.\u003cbr/\u003eOnly two of ASEAN's 10 members states, Brunei and the Philippines, are not included on the route, but all the countries have teams entered in the rally which has nearly 250 entrants from all 10 of the ASEAN
