Close-up, Mayfield playing his trumpet in club\u003cbr/\u003eTwo years after Hurricane Katrina flooded most of New Orleans, the city's neighbourhoods are re-populating, with and without government aid. \u003cbr/\u003eIn the predominantly black Lower 9th Ward, the city's poorest neighbourhood, streetlights are back on and water is flowing. \u003cbr/\u003eBut while there are houses being repaired here and there, and even some innovative solar power projects, there are vast stretches of empty, weed-choked lots and rooftops still covered in storm debris. \u003cbr/\u003eBefore the storm 454-thousand people lived in the city of New Orleans, two years later that number is 274-thousand, meaning almost 40 percent of New Orleans former residents now live somewhere else.  \u003cbr/\u003eMany who have left say they can't find jobs in New Orleans, or they don't feel safe on the cities streets. \u003cbr/\u003eOthers stress they can't be sure the city won't flood again if another storm comes. \u003cbr/\u003eAloyd Edinburgh 76, is rebuilding his own house, but he's now run out of money to complete it.  \u003cbr/\u003eHe has spent all the insurance money he received and about $70-thousand US dollars of his own savings.  \u003cbr/\u003eEven though he's rebuilding, Edinburgh doesn't know if the city is safe, he simply says he is too old to start over somewhere else.\u003cbr/\u003eCritics say the government hasn't done enough to protect New Orleans but Lieutenant Colonel Victor Zillner with the Army Corp of Engineers disagrees.  \u003cbr/\u003eHe points to the new flood gates and pumps at 3 strategic points along the canals of New Orleans.  \u003cbr/\u003eZillner watched recently as the pumps were tested under simulated hurricane conditions.\u003cbr/\u003e\"What we've done here is put a gate across on the canal to prevent Lake Ponchatrain from flooding the city again,\" Zillner told AP Television, adding that \"all these big pumps are to keep the rainfall from the hurricane from flooding the city.\"\u003cbr/\u003eFederal emergency Managers have also made trips to New Orleans early this hurricane season stressing that they learned lessons from Katrina and are better prepared now.  \u003cbr/\u003eHomeland Security Secretary Michael Chertoff says a lot of work has been done on mapping and grids to make sure rescues go smoother than they did during Katrina.\u003cbr/\u003eBut at the same time local leaders are stressing people should have their own evacuation plans and not rely on the Federal Government to save them if there is an emergency.\u003cbr/\u003eMeanwhile, local Jazz musician and cultural ambassador for New Orleans Irvin Mayfield told AP television that the people criticising the reconstruction project and the residents of the city should stop and ask themselves what they have done to help the city.  \u003cbr/\u003e\"In terms of what other people do, when you feel like the recovery isn't going good, the question I ask other American citizens is 'what are you doing about it ?'
