Bush called on Wednesday for a major overhaul of the immigration system, proposing a plan that would grant legal status to millions of undocumented workers in the United States.\u003cbr/\u003eIn a speech at the White House to members of Congress, his Cabinet and immigrant advocacy groups, Bush said the current system was not working.\u003cbr/\u003eAnd he said, \"out of common sense and fairness,\" US laws should allow willing workers to fill jobs that Americans don't want.\u003cbr/\u003eBush's election-year proposal is designed to win support among Hispanic voters while helping meet the needs of American employers.\u003cbr/\u003eHis plan would create a temporary worker programme for undocumented workers now in the United States and those in other countries who have been offered employment here.\u003cbr/\u003eUnder the proposal, undocumented workers already in the US and those who want to come to the country will be given a three-year legal status based on the proof of by Congress, would provide a more compassionate system for immigrants who now live at the margins of American society.\u003cbr/\u003eBut the president said, while his programme would offer new opportunities for undocumented workers, it would not provide blanket amnesty for foreigners who are in the United States illegally.\u003cbr/\u003eBush said his proposals would strengthen US borders and make the nation more secure by providing more accountability of those who entered the country. \u003cbr/\u003eHe said it also would allow law enforcement officials to focus more on real threats.\u003cbr/\u003eBy dangling the prospect of legal status to some eight million (m) illegal immigrants now estimated to be in the US, about half of them Mexican, Bush was granting the wishes of the business community while making his most aggressive move yet to court Hispanic voters - the nation's fastest-growing electoral bloc.\u003cbr/\u003eHe won just over one-third of that constituency in 2000 but wants to expand his support in the community to better his chances for re-election in November.\u003cbr/\u003eSupport for such a plan has come in part from the business community, where some industries have sought liberalisation of immigration laws because of a shortage of workers willing to take up low-wage jobs.\u003cbr/\u003eBut critics argue the president's plan would pass off too many jobs to illegal immigrants who are willing to work for much lower wages.    \u003cbr/\u003eImmigrant advocacy groups applaud the president's attention to the issue, but say the real test will be whether in practice it stops the exploitation that has been worsened by workers' illegal status.\u003cbr/\u003eThe immigration proposals will be top of the agenda when Bush meets Mexico's President Vicente Fox next week at a Summit of the Americas meeting in the northern city of Monterrey.\u003cbr/\u003eReacting to the plan in Mexico City on Wednesday, Fox said that if implemented it would recognise the value of \"the contribution that migrants make to the social and economic life\" of the US.\u003cbr/\u003eMexican Foreign Secretary Luis Ernesto Derbez also welcomed the proposal.\u003cbr/\u003eHe said the United States needed a more concrete plan and that US and Mexican officials would \"work out the final details\" during the forthcoming summit.\u003cbr/\u003eFox and Derbez have pressed the United States for a more comprehensive migration accord, but relations have been strained in recent years as talks on a proposal have been pushed aside by security concerns after the attacks of 11 September 2001. \u003cbr/\u003eAt the same time, illegal crossings have become more dangerous as smugglers try to circumvent heavy security measures. \u003cbr/\u003eCurrent estimates are that up to half of the eight million illegal aliens living in the US come from Mexico.\u003cbr/\u003eThe money they send home is Mexico's second-largest source of foreign income, behind
