students at Beijing's University of International Business and Economics, he said governments should focus on raising productivity instead of manipulating exchange rates.\u003cbr/\u003eThe Bush administration is under pressure from US companies to take steps to lower the dollar's exchange rate against other currencies to make exports more attractive.\u003cbr/\u003eBut O'Neill criticised as \"excuse makers\" business leaders who complain about market conditions instead of adapting. \u003cbr/\u003eO'Neill was in Beijing after attending a weekend meeting of Asia-Pacific finance ministers
