There will be significant effects - without helping the environment at all.\"  \u003cbr/\u003eHinsen is convinced that the larger part of fine dust emissions are coming from abroad, particularly from the Czech Republic and Poland and are not caused by traffic within Berlin.\u003cbr/\u003eIn contrast, Dr. Gerd Rosenkranz, policy director of environmental organisation \"Deutsche Umwelthilfe\"considers the environmental zone an important measure to protect the health of the inhabitants of the city of Berlin. \u003cbr/\u003e\"Environmental zones are important single targeted measures,\" he said. \u003cbr/\u003e\"They will not solve the overall problem, because not only traffic is playing a role. This is really annoying, because it was possible to prepare for this,\" he said.\u003cbr/\u003eThe sticker ordinance applies equally to both Berliners and visitors to the city from the rest of Germany and abroad. \u003cbr/\u003eAnyone driving in the inner city without a sticker is subject to a fine of forty euros (58 US dollars). \u003cbr/\u003eResidents of Germany will also receive a demerit point in their driving record. \u003cbr/\u003eDr. Hoff, doesn't think that there will be a problem with visitors from abroad.\u003cbr/\u003e\"If a car from abroad is coming to Berlin on a Sunday, we will certainly be lenient with this, but always with the obligation to get the sticker on the nearest occasion,\" he said.\u003cbr/\u003e\"It is not a 'carte blanche' for people who are in the city without a badge and this will be exactly controlled.\"\u003cbr/\u003eThe environmental zone does not have a time restriction. As of 1 January 2008, buses, cars and trucks must meet the requirements of at least two of the total of four pollutant groups and may then travel with red, yellow, and green stickers on the windshield. \u003cbr/\u003eThe pollutant groups are oriented toward the European standards for diesel vehicles. \u003cbr/\u003eVehicles registered in Germany get a sticker based on the emission key number in the vehicle licence and on a potential certificate regarding a diesel particulate filter retrofit. \u003cbr/\u003eStickers are issued by the vehicle registration authority, by exhaust gas test organisations such as TUEV or DEKRA and by about 800 authorised garages in Berlin. \u003cbr/\u003eThe stickers are valid all over Germany in any environmental zone. \u003cbr/\u003eNumerous hotels also offer the badge to their guests as a service, once they receive the necessary documents in advance. The environmental badge costs a one-time fee of between five and ten euros.\u003cbr/\u003eOther European cities have already introduced various measures to relieve their inner cities. There has been a \"city toll\" since the 1980s in Oslo and since 2003 in London. \u003cbr/\u003eIn Rome, traffic is prohibited in the heart of the historic inner city on weekdays from 0630 to 1800
