The government has closed informal schools set up for\u003cbr/\u003emigrants.\u003cbr/\u003eChinese law demands free, compulsory nine-year education, but it's unclear about additional fees, and since 1985, many local governments have charged \"incidental fees\" to make up for funding shortfalls.\u003cbr/\u003eChina spends the equivalent of just 2 percent of its gross domestic product on education - just one-third the level recommended by the UN Economic Social and Cultural Organisation, Tomasevski said.\u003cbr/\u003eIn the country's poor western regions, rural families routinely go into debt to pay for basic education, Tomasevski said, describing the situation in parts of the countryside as \"desperate.\"\u003cbr/\u003eChina needs to investigate fees charged by schools, which can range from 1,000 to 20,000 yuan (125 - 2,400 US dollars), said Tomasevski.\u003cbr/\u003eTomasevski, appointed in 1998, is the first special rapporteur to visit China since 1994. She was on a two-week visit to assess China's compliance with international human rights obligations in education.\u003cbr/\u003eTomasevski is to submit her findings in a report, which China will
