Various Paula Dobriansky, member of US delegation making her presentation\u003cbr/\u003eArgentina has welcomed Wednesday envoys from 189 nations to the UN conference to finalise details of the global warming treaty, the Kyoto Protocols, that go into effect next year.\u003cbr/\u003eThe conference participants are refining details of the all-important treaty that commits major industrialised nations to curb emissions of greenhouse gasses starting in February. \u003cbr/\u003eUnder the pact, developed countries must reduce their emissions by an average of 5.2 percent of 1990 levels by the period 2008-12.\u003cbr/\u003eHowever, the world's top polluter, the United States, has refused to ratify the treaty because of concerns the measures would harm its economy.\u003cbr/\u003eThe envoys also are discussing ways to further cut pollution when the Kyoto Protocol runs out in 2012, known as Kyoto-2, including drawing developing countries into the effort. \u003cbr/\u003eEarlier on Wednesday, Italy's Environment minister warned that if the US, China and India didn't join the Kyoto Protocol, the world will have to rely on bilateral accords and voluntary efforts to reduce greenhouse gas emissions. He said their engagement would have to start immediately. \u003cbr/\u003eThe statement represented a departure from the European Union's traditional staunch adherence to the U.N. Pact, but Italian officials denied reports that they were planning to abandon the treaty.\u003cbr/\u003eCorrado Clini, Director General of the Italian Environment Ministry, said they wanted to work hard at encouraging the biggest world polluters to sign up.\u003cbr/\u003eOn Wednesday, European Union officials said there was no divergence between Italy and other European countries on what was to
