The frames are made of bamboo.
They also use sugar water in to accelerate the growth of marine plants on the reefs.
Over the space of a month the villagers have produced 160 sets of artificial reefs to cover a 5-hectare area of the ocean floor.
Conservationist Roger Lantang is helping villagers plan the release of the man-made reefs.
Lantang has been involved at every stage of the project from creating the concrete reefs to training the dive team to look for drop zones.
He believes the idea of using widely-available bamboo, rather than iron, to make the reefs ensures that local villagers can use existing resources to sustain the project.
He says: "We are using bamboo to create the man-made reefs in a way that is cheaper and more affordable. But if we use bamboo, the villagers can just use existing resources in the villages."
After piloting a number of sites, local conservationists says they found their artificial reefs worked better than inserting a graft on living coral reefs in terms of restoring the ocean biodiversity.
After just one week, some plants started to grow on the concrete reefs, and a number of fish returned.
The discovery has delighted the fishermen at Tumpaan village.
Jonli Derek is one of the local youths who has been heavily involved in replanting the reefs.
He has even started training to be a professional diver so he can carry on the project in the future.
He stresses that replanting reefs in the ocean will bring back a healthy number of fish to help the livelihood of fishermen in the area.
He says: "The coral reefs around these waters have been damaged, but the villagers around here want to grow them back. That is why we support this programme to make artificial reefs and release them into the ocean, so we can bring back the coral reefs and breed fish in these waters again."
He adds that it will also ensure that eco-tourism in Tumpaan village has a future.
Lantang agrees. He argues that the full participation of Tumpaan fishermen in the reef project is a great example of how locals can protect the environment, including the ocean, in sustainable ways that will also reap benefits for them.
He says: "We hope that the local villagers will be more aware and take care of the environment, especially the waters around the Tumpaan
