This list has taken us some time because in fact we have been engaged in extensive negotiation, bargaining, with different political leaders, with different entities since the days of the Governing Council, the foreign Relations Commission to some political leaders to even some governments. Zebari in press conference\u003cbr/\u003eIraq announced on Monday the appointment of 43 new ambassadors in its first move to re-engage the world less than a month after regaining sovereignty at the end of the US occupation.\u003cbr/\u003eIn announcing the move, Foreign Minister Hoshyar Zebari declined to name the ambassadors who were to be sent to a wide-range of countries, including many Arab states.\u003cbr/\u003e\"This is the first step in restoring Iraq's diplomatic representation,\" he said. \u003cbr/\u003eMany of the ambassadors will be appointed to the 31 Iraqi embassies around the world that are currently closed, Zebari said. \u003cbr/\u003eOthers will open new embassies.\u003cbr/\u003eThe list of ambassadors took six months to compile and was created with an eye towards competency and political considerations, he said.\u003cbr/\u003eThe list included only one woman, he said.\u003cbr/\u003eKuwait and Saudi Arabia, who cut ties with Iraq after it invaded Kuwait in 1990, were not on the list of countries receiving an ambassador but Zebari said Iraq had recently received \"good and positive signs\" that diplomatic ties would soon be resumed.\u003cbr/\u003eDuring the news conference Zebari also criticised the United Nations, saying it was not living up to its commitment to help Iraq hold a national conference scheduled for later this month and elections
