Crowd of mourners\u003cbr/\u003eFloodwaters that devastated Pakistan's mountainous northwest surged into the heartland on Tuesday, submerging dozens of villages along bloated rivers whose torrents have killed at least 1,500 people and put 100-thousand at risk of disease. \u003cbr/\u003eFresh rains in the hardest-hit northwest threatened to overwhelm a major dam and unleash a new deluge.\u003cbr/\u003eRelief work for some 3.2 (m) million people has been delayed by swamped roads, washed-out bridges and downed communication lines, and survivors have complained about government inaction. \u003cbr/\u003eCountries including the US have pledged assistance to Pakistan, which is already struggling to control a Taliban militant movement.\u003cbr/\u003eAs floodwaters swept southward into Punjab province, about 3-thousand people were marooned in the Kot Addu area after the water breached a protection bank, forcing the army to stage an evacuation using boats and helicopters, said a military spokesman.\u003cbr/\u003eAerial video shot by an Associated Press Television News cameraman showed water levels were so high in large tracts of Kot Addu and the nearby area of Layyah in the south of the province, that only treetops and uppermost floors of some buildings were visible. \u003cbr/\u003ePeople sought refuge on rooftops and tried to bring their livestock up as far as possible.\u003cbr/\u003ePunjab is Pakistan's most populous province and home to many of its largest farms. \u003cbr/\u003eIn Azakhail, a local businessman was distributing basic food, such as bread and biscuits, to displaced Afghan refugees and other flood victims from his car.\u003cbr/\u003eThe volunteer effort was particularly welcomed by the Afghans who said they had largely been ignored in the aid effort.\u003cbr/\u003e\"We are very thankful to the people because they are helping us and providing cooked rice and bread. We did not receive anything from the government, because we are (Afghan) refugees and they are delivering all the things to Pakistanis,\" said flood victim Saleem Dil Khan.\u003cbr/\u003eMany villages in the province's Layyah, Taunsa Sharif, Rajan Pur, Dera Ghazi Khan and other areas had been inundated by water.\u003cbr/\u003eIn Dera Ismail Khan, flood affected people were trying to cover their belongings as heavy rain was pouring down.\u003cbr/\u003e''We have no clothes to wear. Food Programme (WFP) estimated that some 1.8 (m) million Pakistanis would need food assistance for at least the next month.\u003cbr/\u003eAside from farmers, many victims have small businesses that have been destroyed and won't have the means to buy food for their families, a WFP\u003cbr/\u003espokeswoman said.\u003cbr/\u003eThe WFP has said the agency has already delivered food to 40-thousand people and is aiming to reach 250-thousand people by the end of the\u003cbr/\u003eweek.   \u003cbr/\u003eIn the northwest, new downpours on Tuesday added to the misery of the worst flooding in generations. \u003cbr/\u003eOf the 3.2 (m) million people affected by flooding, 2.5 (m) million live in the northwest, a UNICEF spokesman said.\u003cbr/\u003eRising water levels at Warsak Dam, the country's third biggest, prompted disaster officials to ask residents in the northern outskirts of Peshawar\u003cbr/\u003ecity to leave their homes.\u003cbr/\u003eThousands could be seen on the road Tuesday as they tried to flee the area, some by foot others on overcrowded trucks and buses.\u003cbr/\u003eHowever, like all the flood areas, the evacuation was complicated by destroyed bridges and roads.\u003cbr/\u003e\"The water level is rising and that's why all the people are stuck here, the road ahead is blocked,\" said one man near Maatra Warsak Tuesday.\u003cbr/\u003eAround 1,500 people have been killed in the flooding that began last week, according to a spokesman for the International Committee of the Red\u003cbr/\u003eCross. \u003cbr/\u003eMore than 100-thousand people at risk of disease and clean water is urgently needed in flood affected areas, said a spokeswoman for\u003cbr/\u003ethe World Health Organisation in Geneva.\u003cbr/\u003eThe northwest is the epicentre of Pakistan's battle against al-Qaida and the Taliban. \u003cbr/\u003eAlongside military and police operations, the government, with the support of the West, has tried to improve its services and living standards there to blunt the appeal of militancy.\u003cbr/\u003eThe Pakistani army, which has the helicopters, boats and infrastructure needed for relief work, is delivering food, medicine and tents, as are government agencies and several different political parties and welfare organisations.\u003cbr/\u003eBut many flood victims were unhappy with the response. \u003cbr/\u003eThe United States, keen for an opportunity to win friends in the region, is providing 10 (m) million US dollars in emergency aid. \u003cbr/\u003eOther foreign countries, aid groups and the United Nations have promised
