Almost without exception, they  have failed to do that.\u003cbr/\u003eAt the UN Climate Convention in Berlin some countries, like the USA, say the focus  should be on the developing world.\u003cbr/\u003eThe highest growth comes in the developing countries as they develop more fully which  is only natural. The developed world, the OECD countries, is a much flatter rise, a very  slow gradual rise that we are trying to keep down.\u003cbr/\u003eSUPER CAPTION: Dirk Forrister, U-S Energy Department\u003cbr/\u003eBut any shift of responsibility doesn't go down well with the G77 group of developing  nations.\u003cbr/\u003e80 percent of the CO2 (carbon dioxide) and other greenhouse gases that are already up  in the air causing this global warming were caused by industrial activities of the  developed countries in the period of their development in the past 150 years. And we feel there's a lot we can do right now with  partnerships.
