Exterior, music store\u003cbr/\u003eA former diplomat and Taliban municipal official was elected mayor of Herat on Wednesday, less than a month after the Northern Alliance seized the western city from Taliban forces.\u003cbr/\u003eIsmail Khan, a senior northern alliance leader who is running Herat now, had been promising the elections since last week. \u003cbr/\u003eAnd the elections, the first in Herat since former King Mohammad Zaher Shah was overthrown in 1973, were a sign that life was returning to a semblance of normalcy in some parts of war-torn Afghanistan.\u003cbr/\u003eOnly 714 men, each representing a district of Herat, were granted the right to vote and of those 628 turned out at the main mosque for the election, which attracted eight candidates. \u003cbr/\u003eA 22-member election committee made up of the town's elders and professionals, supervised the balloting.\u003cbr/\u003eMuhammad Rafiq Mojaddadi, 47, won 427 votes.\u003cbr/\u003eMojaddadi is a Sunni Muslim in an area with a significant Shiite Muslim minority. \u003cbr/\u003eTensions between Shiites and Sunnis have been a concern in Herat, but the situation has so far been calm.\u003cbr/\u003eMojaddadi said his first priorities included addressing health and hygiene services in Herat. \u003cbr/\u003eMojaddadi was a diplomat in Iran in the 1980s and more recently served on a Taliban-appointed Herat city council.\u003cbr/\u003eMeanwhile, other signs of change are sweeping through Herat. \u003cbr/\u003eA local cinema, which reopened a few days after the city was taken by the Northern Alliance, has been taking steady business.\u003cbr/\u003eHerat Broadcasting is also back on the air after being closed down while the Taliban were in power. \u003cbr/\u003eIt is now broadcasting three hours a day and
