Some people have become conscious that we can't use water as if it was an endless resource. In my case we are saving water the same way we used to do when the drought hit the hardest. We have become accustomed to some methods to save water and that also helps us to reduce our bills and we also believe that it is a good thing. Various shots of housewife drinking glass of water at balcony garden\u003cbr/\u003eSpain, like much of Europe, is experiencing soaring temperatures. \u003cbr/\u003eLast year water had to be sent into Catalonia onboard tankers during the worst drought in the country for seventy years. \u003cbr/\u003eThis year there's water but scientists, ecologists and politicians agree that with global warming on the increase, severe droughts followed by dramatic floods may become common in the Mediterranean.\u003cbr/\u003eThis is the Sau water reservoir, one of Catalonia's largest sources of water, at 90 percent of its capacity.\u003cbr/\u003eBut in March 2008 the image was quite different.\u003cbr/\u003eThe most severe drought since the 1930's left Sau at 20 percent of its 165 cubic hectometers capacity.\u003cbr/\u003eThe dam - built in the 1950's during General Franco's dictatorship - created a lake that covered the small medieval village of Sant Roma de Sau.\u003cbr/\u003eBut to the astonishment of locals and tourists, what had remained sunken for decades was suddenly exposed.\u003cbr/\u003eEven though periodical droughts - especially during the dry winter months - had left the Romanic church tower partially visible, last year's episode left the entire village uncovered.\u003cbr/\u003eThis year's rainfalls have replenished the reservoir and the only visible sight of Sant Roma is the pyramidal church cupola bearing the Catalan flag.\u003cbr/\u003eAt the small nautical port everything is ready for a successful summer season.\u003cbr/\u003eEnric Costa is a maintenance worker at the port.\u003cbr/\u003eEnric says that even though dry spells had reduced the size of the lake in previous seasons, last year proved to be disastrous for his business.\u003cbr/\u003eEven though this summer looks promising he thinks that, looking towards the future, nothing is assured.\u003cbr/\u003eThe main thing is that the reservoir is full - \"I feel calm when I see the reservoir so full of water. I can see life in it. It creates life. About the drought I'm not an expert to assert whether it was due to climate change or not. But I can say that this will be a good year for us with lots of water. But we must be careful.\" He says.\u003cbr/\u003eNow that Catalan reservoirs are at 92 percent of their capacity the water fountains of Barcelona are once again working.\u003cbr/\u003eThe distribution and infrastructure of water resources in the autonomic region of Catalonia are controlled by the \"Agencia Catalana del Aigua\" (Catalan Water Agency).\u003cbr/\u003eA state-of-the-art control centre monitors the function and capacity of all of the reservoirs in Catalonia.\u003cbr/\u003eThis modern facility enables officials to open or shut a floodgate a hundred miles away by pressing a computer key.\u003cbr/\u003eJose Miguel Dieguez is the chief supervisor of the control centre.\u003cbr/\u003eDieguez blames the past draught on a number of factors.\u003cbr/\u003eHe says \"It is true that there are periods of droughts and heavy rain in the Mediterranean. But also we must consider that climate change may play a role in these severe droughts we suffer from these days. Also the increase of demography that results in more demand for water. So here we face a cycle of rains and droughts typical from Mediterranean climate affected by climate change added to an ever increasing demand for water from society.\"\u003cbr/\u003eOn May 13 2008 a tanker carrying tap water from the southern region of Andalucia arrived at the port of Barcelona.\u003cbr/\u003eIt was an experimental way of seeing if it was practical to deliver water this way during a drought.\u003cbr/\u003eThe event proved to be a public relations nightmare for a city that prides itself of being Europe's third main tourist destination.\u003cbr/\u003eQuim Perez is an activist from the Spanish environmental organization \"Ecologistas en Accion\" (Ecologists in Action).\u003cbr/\u003eHe says global warming was not the cause of the record draught but rather a cyclic period of rains, followed by a dry spell,  that's typical for this region. \u003cbr/\u003eBut Perez says that the international scientific community has warned that with global warming becoming a bigger threat in two or three more decades the harsh dry spells might become normal.\u003cbr/\u003eAs he puts it: \"I am not a guru or a scientist but the scientific community says that the causes of last year's draught are not related to climate change. But scientists predict that from the second half of this century there will be tangible effects from climate change. Rainfall will be more concentrated in short periods and they will be much more torrential. Also temperature will increase and for each more degree rainfall will decrease.\"\u003cbr/\u003eNow the national and regional governments are currently putting into place a number of infrastructures designed to overcome droughts.\u003cbr/\u003eOne such project is Barcelona's new desalination plant that will be opened July 21.\u003cbr/\u003eThe plant will take water from the Mediterranean Sea and through a process denominated \"inverse osmosis\" will turn it into drinking water.\u003cbr/\u003e75 percent the two hundred and thirty million Euro ( approx. $323,000,000 USD) investment comes from European Union funds.\u003cbr/\u003eThe plant will produce 200 million litres of water per day - a fifth of the city's needs.\u003cbr/\u003eTomas Cazurra is the chief constructor of the new plant.\u003cbr/\u003eHe says that this new facility, and others, will stop Catalonia be solely reliant upon the weather. \u003cbr/\u003eDuring last year's crisis the citizens of Barcelona set an example for the rest of the country saving some 4.000 litres of water per person.\u003cbr/\u003eDolors Subiros is a housewife from the central neighbourhood of Eixample.\u003cbr/\u003eShe now implements a number of water-saving techniques.\u003cbr/\u003eDolors now saves the water she uses to rinse vegetables, or water from the air conditioner is used to water plants or clean the floor.\u003cbr/\u003eShe says she will not stop doing it regardless of any other future draught.\u003cbr/\u003eThe 2008 drought cost the country a total of 490 Million Euros ( approx. $687,000,000
