This is where they started their lives new and fresh. It's just very emotional,\" Bisson said.\u003cbr/\u003eMore than one million photographs and other Ellis Island artifacts remain in storage while buildings are fixed and upgraded.\u003cbr/\u003eLiberty Island reopened on 4 July, but was closed again during the partial federal government shutdown.\u003cbr/\u003eBut Ellis Island wasn't that lucky; it has been closed since Sandy hit.\u003cbr/\u003eThe storm flooded the Ellis museum up to the basement ceiling and knocked out electricity, phone service and the heating and air conditioning systems. \u003cbr/\u003e\"Literally, our entire infrastructure was destroyed, \" Luchsinger said.\u003cbr/\u003eIt did not harm exhibits upstairs, but they were moved because they could have deteriorated without climate control.\u003cbr/\u003eLuchsinger estimated the repairs will take 18 months and cost 21 (m) million dollars in all.\u003cbr/\u003eHeat is currently running through an oil boiler-and-radiator system. The exhibits will remain in storage while officials figure out how to regulate the radiators sufficiently.\u003cbr/\u003eLuchsinger hopes that can happen within a month.\u003cbr/\u003e1.
