Wide of talks\u003cbr/\u003eJapan's defense chief urged China to disclose more details about its soaring military budget in talks on Thursday with his Chinese counterpart amid deep concerns in Tokyo about the intentions of Beijing's defence spending.\u003cbr/\u003eJapanese Defence Minister Masahiko Komura told Chinese Defense Minister Cao Gangchuan that Beijing \"should clarify\" its military spending and arms policy, a Japanese defence official said on customary condition of anonymity.\u003cbr/\u003eKomura specifically urged China to reveal details of troop deployment, equipment and training.\u003cbr/\u003eCao responded by saying that Beijing was increasing transparency, and the growth in spending has largely gone to salaries, uniforms and modernisation of equipment in  line with international trends, the Japanese official said.\u003cbr/\u003eHe also pointed to Taiwan. \u003cbr/\u003eChina and Taiwan split amid civil war in 1949, and Beijing considers the island part of its territory. \u003cbr/\u003eChina has threatened to invade Taiwan to block it achieving formal independence.\u003cbr/\u003e\"China needs military spending because of the Taiwan situation,\" the defence official quoted Cao as telling Komura.\u003cbr/\u003eCao's visit is the first by a Chinese defence chief to Japan in nearly a decade. \u003cbr/\u003eThe talks were aimed at bolstering defence cooperation between the two countries and improving overall ties, which have been strained in\u003cbr/\u003erecent years.\u003cbr/\u003eDespite warming ties, concerns are still high in Tokyo about China's military build-up and marked rise in defence spending.\u003cbr/\u003eJapan's Defence Ministry lists Chinese military expansion as a top security concern in the region, and Japanese officials have called China \"a threat\", drawing angry rebukes from Beijing.\u003cbr/\u003eTokyo also expressed alarm when China successfully tested an anti-satellite missile in January, becoming only the third country to destroy an object in space.\u003cbr/\u003eDuring the talks, Komura and Cao agreed to launch a working group to discuss a possibility to set up a telephone hot line between their armies. \u003cbr/\u003eThe United States and China are also considering a similar hot line.\u003cbr/\u003eThe two sides also agreed on reciprocal port calls by navy ships, with Chinese vessels visiting Japan first, as early as November.\u003cbr/\u003eCao, who arrived Wednesday for a five-day visit, addressed Japanese troops before the talks on Thursday.\u003cbr/\u003eTokyo's relations with Beijing have been improving since Japanese Prime Minister Shinzo Abe made a fence-mending trip to China immediately after taking office last September, reversing a steep decline in relations under his predecessor, Junichiro Koizumi.\u003cbr/\u003eCao is the first Chinese defense minister to visit Japan since Chi Haotian came to Tokyo in February
