Many people don't let them in - they just make them stand outside and just ask them to tick the answers. Also, the people want to see what we have filled in the sheet. we do make them sign at the bottom to ensure what we have filled is true. But it is very difficult to convince them that the information collected is confidential and will remain so.\"\u003cbr/\u003eSUPERCAPTION : Dinesh Kumar Sharma, teacher and census officer\u003cbr/\u003eThe most recent gathering of India's teeming (m) millions was at the Kumbh Mela - the largest gathering of human beings anywhere in the world.\u003cbr/\u003eWhile China also does a population count every 10 years, its census is carried out by different agencies, including Communist Party units, commune leaders and factory heads over a few months.\u003cbr/\u003eIn India, it's a single bureaucratic authority that carries out the count.\u003cbr/\u003eIn the U-S, the census is done by postal questionnaire.\u003cbr/\u003eCensus operations in India date back to 1872, when British colonial rulers conducted a population count in some parts of the country.\u003cbr/\u003eNearly a decade later in 1881, census operations were, for the first time, carried out synchronously all over the country.\u003cbr/\u003eSince India's independence in 1947, the census has been conducted at the turn of every decade.\u003cbr/\u003eIt has expanded from being a collection of mere demographic data to include other socio-economic variables, all valuable inputs for government policy-making, planning and budget allocation.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"It is very significant. I mean why it is significant is following the economic liberalization , several things have happened in the country. So it will mirror what exactly is happening. Number two, obviously population growth has been a major issue , we will come to know something about this.
