is charged with genocide for the killing of protesters at a 1971 demonstration, the first criminal charges in Mexico's modern history against a former leader.\u003cbr/\u003eJudge Jose Cesar Flores did not immediately explain in public why he denied to issue arrest warrants against Echeverria and other top officials allegedly responsible for the deaths.\u003cbr/\u003eBut defence lawyers had argued there was insufficient evidence to link Echeverria to the killings and that the statute of limitations had run out.\u003cbr/\u003eEcheverria, first as interior secretary in the 1960s and as president
