One protester said she was there to \"unwelcome\" the Chinese Premier. \u003cbr/\u003e\"It's been two years since he has been here in New York City,\" said Tenzin Dolkar, grassroots director of the US division of Students for a Free Tibet. \"So we're here again, unwelcoming him because he is here to put on this fa�ade of China, of this gentler, ... kinder China.\" \u003cbr/\u003eChina's courts are controlled by the Communist Party. \u003cbr/\u003eCalls for political reform have occasionally been made and steps taken in recent years to strengthen the legal system and increase the government's responsiveness, but the moves were aimed at strengthening one-party rule. \u003cbr/\u003eSenior leaders have repeatedly rejected Western democratic models, with the head of the rubber-stamp parliament, Wu Bangguo, saying two years ago that China will never be a multiparty state with separation of powers, nor will it have an independent judiciary.\u003cbr/\u003eThe Communist government has carried out limited political reforms in recent years, allowing non-partisan elections for the lowest-level village leadership posts. \u003cbr/\u003eBut the Communist Party controls policymaking, and harasses and jails activists who call for multiparty democracy. \u003cbr/\u003eThe Dalai Lama has said he hoped talks would bring some form of autonomy for Tibet within China that would allow the Tibetan culture, language and religion to thrive.\u003cbr/\u003eBut Beijing frequently accuses the exiled spiritual leader and Nobel Peace laureate of seeking independence for Tibet. \u003cbr/\u003eBeijing claims Tibet has been a Chinese territory for centuries, but many Tibetans say they were effectively independent for most of that time and that migration to the region and restrictions on Buddhism are threatening their cultural heritage.\u003cbr/\u003eThe Dalai Lama fled his homeland in 1959, nine years after Communist troops marched into the Himalayan
