Wide of damage houses\u003cbr/\u003ePakistan's flood victims are fighting to rebuild their homes before the onset of winter.\u003cbr/\u003eMany are taking on debt as the price of construction materials has soared following the disaster that damaged or destroyed nearly two million homes.\u003cbr/\u003eThe rush to rebuild three months after the water first came tearing through is a sign of these residents lack of faith in the civilian government  - a key U.S. ally in the fight against Islamist militants whose patchy response to the crisis has undermined its stability. \u003cbr/\u003eThe government has promised it would come up with a long-term reconstruction strategy, but flood victims say self-reliance is a more realistic, and timely, option.\u003cbr/\u003eAid agencies  say they, too, are facing the time crunch and are running short of funds to provide temporary shelter for those displaced by the deluge.\u003cbr/\u003eGhulam Ali's three-bedroom, one-story house in this northwestern city collapsed during the floods. To rebuild, he has had to borrow 77 thousand rupees (905 US$) from friends and family. It's the sum many Pakistanis earn in half a year, but it hasn't been enough to even get past the foundation. \u003cbr/\u003e\"All my three rooms, corridor and boundary wall have collapsed due to floodwater, only the main gate remains. Along with my house, all house items washed away,\" he says. \u003cbr/\u003eAll around Ali in the Abakhel neighbourhood of Nowshera city are damaged houses and desperate residents. An older woman next door cried as she begged for help to build \"just a room and kitchen.\" A few streets away, a family unable to start rebuilding has pitched a tent within their damaged home's walls.\u003cbr/\u003eAli's family has been staying with relatives.\u003cbr/\u003e\"Our moral is high, we are at the mercy of God, Courage and hope is the only thing we have left,\" he says Ali. \u003cbr/\u003eTo top that off, the 46-year-old lost a fortune in tools and products when his shoe shop was damaged by the floods.\u003cbr/\u003e\"All the leather has spoiled,\" he says. \"I borrowed 77 thousand rupees (905 US$), Which I have to reimburse. I have to rebuild my house, which collapsed. Now I slowly reimburse the loan thorough earnings from this shop. I have no other source of income.\"\u003cbr/\u003eThe only family that seems fairly far along in rebuilding is that of the local mason, who said he'll help others as soon as he gets a roof over his own head.\u003cbr/\u003eGul Zaman is also attempting to rebuild his shattered home. \u003cbr/\u003e\"We did not receive any donations from the government to rebuild the house. No one from the government side came to visit our house or gave any donation,\" he says. \u003cbr/\u003eThe floods began in late July and lasted for weeks. Some areas are still under water. \u003cbr/\u003eAround 20 million people were affected -  one-third were made homeless. In parts of the south and east, numerous villages were swallowed up by the swollen Indus river as it gushed toward the Arabian Sea.\u003cbr/\u003eMore than a million homes were affected in southern Sindh province alone, according to United Nations\u003cbr/\u003eThe U.N. has asked international donors for $346 million to provide flood victims with emergency shelter, such as tents, and transitional shelter, which are basic structures that typically last a few years. Catholic Relief Services in Pakistan aims to build 2,600 such shelters in the north and 16,000 in the south. Over the past two weeks, it has constructed about 100 in total. The group says it is on track to finish the ones in the north before winter hits.\u003cbr/\u003eAs more flood victims try to rebuild the homes, demand for materials has sent construction prices soaring.\u003cbr/\u003eCement that sold for roughly 200 rupees ($2.33) a bag before the floods is now 370 rupees ($4.31), according to Haji Mohmmad Khan, owner of the Khattak Construction company. \u003cbr/\u003e\"The price of materials is much higher than before (the flood) and it's out of range of these poor people, some of them went to their relatives' houses for shelter. Thousands of people are suffering because of high prices.\"\u003cbr/\u003eThe Pakistani government has pledged to provide 20,000 rupees ($233) per family now to help rebuilding, along with 80,000 rupees ($930 USD) at a later date.\u003cbr/\u003eBut the distribution of funds has lagged. Most of the flood victims interviewed in Nowshera say they haven't seen any government money. Even if they get the full 100,000 rupees ($1,165), victims complain it won't build much. Ali, for instance, estimates he'll need at least 450,000 rupees ($5,244) to rebuild his home.\u003cbr/\u003eSeveral flood victims say they'll take on debt to finance their new homes, but are worried that without any assets, banks wouldn't lend to them. Others say they couldn't afford to take on loans if they had interest payments attached.\u003cbr/\u003eBrigadier Sajid Naeem from the National Disaster Management Authority says they are trying to disburse funds in a fair manner. He says that in many far-flung villages homes can be built using mud, and 80.000 rupees ( 930 USD) should suffice.\u003cbr/\u003e\"Eighty thousand rupees will be given to all the house owners for re-construction of their houses. Cracks are visible in the walls of several homes in Nowshera. Some families have hoisted wooden beams to support door frames.
