Various of protesters \u003cbr/\u003eDozens of people gathered in front of the Finnish embassy in the Argentinian capital Buenos Aires on Thursday to protest against plans to build two major paper mills on the Argentine-Uruguay border.   \u003cbr/\u003ePeople from the border town of Gualeguaychu travelled to the capital to demonstrate.\u003cbr/\u003eOne of the plants would be operated by the Oy Metsa-Botnia AB consortium which is made up of a group of Finnish investors.  The other is being built by Spain's Grupo Empresarial ENCE.  \u003cbr/\u003eThe delegation from Gualeguaychu say they are concerned that the project may pollute to the area's water reserves and crops with toxic chemicals and chlorides, contaminating a farming area used to grow for soybeans, orange and tangerines.\u003cbr/\u003eThey say they also fear the mill will damage fisheries and harm tourism along the Uruguay river front.\u003cbr/\u003eOne assembly delegate Javier Villanueva said the Finnish government \"cannot wash its hands of this situation.\" \u003cbr/\u003eUruguayans see the project as an opportunity to create new jobs for the country and argue that toxins used by the plant would not damage soil or water.   \u003cbr/\u003eThe 1.9 (b) billion US dollars project is the largest foreign investment in Uruguay's history and is sorely needed after a bruising 2002 economic crisis.  \u003cbr/\u003eBut Argentina has accused Uruguay of disregarding a bilateral treaty in which it is obligated to obtain Argentinian support for any such project along the river border.  \u003cbr/\u003eArgentinian demonstrators have been repeatedly blockading the international bridges over the
