(Dec. 15)\u003cbr/\u003e[Notes:ANCHOR VOICE]\u003cbr/\u003eDeath penalty opponents are celebrating two major wins.\u003cbr/\u003eFirst in Florida, where Governor Jeb Bush has suspended all executions.\u003cbr/\u003eHe made the move after a medical examiner there said that prison officials botched the insertion of the needles when convicted killer Angel Diaz was put to death earlier this week.\u003cbr/\u003eThe medical examiner says the mistake meant it took Diaz 34 minutes to die, which is twice as long as usual.\u003cbr/\u003eOpponents say that's evidence enough to prove death by lethal injection amounts to cruel and unusual punishment.\u003cbr/\u003eSOT Larry Spalding, ACLU\u003cbr/\u003e\"we went though the same type of thing when we had the electric chair where we knew there were serious flaws and we started having problem after problem. There's no guarantee if we had another execution ina  few weeks that the same problem won't repeat itself.\"\u003cbr/\u003eTo avoid repeating the mistake Governor Bush has  created a commission to examine the state's lethal injection process and he halted the signing of any more death warrants until the panel completes its final report.\u003cbr/\u003eMeantime, a federal judge in California has ruled that state's  lethal injection method violates a constitutional ban on cruel and unusual punishment.\u003cbr/\u003eHe says the three-drug cocktail delivered used in the lethal injections create an unnecessary risk that an inmate will suffer such \"extreme pain.\"\u003cbr/\u003eGovernor Arnold Schwarzenegger has ordered a review of the state's procedures and has vowed to make changes to abide
