Families were assured the sludge was safe and were never told about any harmful ingredients. (April 13)\u003cbr/\u003e [Notes:ANCHOR VOICE]  \u003cbr/\u003e In blighted Baltimore neighborhoods, scientists used treated human and industrial waste on yards in a controversial attempt to lower the risk of lead poisoning in children.\u003cbr/\u003eThe waste contained treated sewage solids - known as sludge - mixed with sawdust and wood chips. \u003cbr/\u003eNine row houses got new lawns fertilized with the sludge in a study funded by the Department of Housing and Urban Development.\u003cbr/\u003eThe theory: that chemicals in the sludge would bind to lead in the soil and keep it out of a child's bloodstream, even if eaten.\u003cbr/\u003e(SOT Alan Rubin, Former EPA Scientist: \"the amount of lead that actually can leach out of that mixture for absorption in the body, in the child's body, is much less when biosolids are added to the soil than if you have bare soil.\" trt :13)\u003cbr/\u003e\"Biosolids\" is the waste industry's preferred term for sludge, the solid leftovers from sewage treatment. Seven million tons are generated every year across the country, and governments keep looking for cheap ways to get rid of it. \u003cbr/\u003eSince the 1970s, when the government has sought to redirect pollution from the nation's waterways to sewage treatment plants, the Environmental Protection Agency has touted the use of sludge on land as both responsible recycling and cheap disposal.\u003cbr/\u003eMost is spread on farms, forests and reclaimed mines. The rest is incinerated or sent to landfills. The sludge for the Baltimore study was processed into a commercially available compost. \u003cbr/\u003eMany older cities like Baltimore are plagued by lead from old paint and car exhaust, posing a particular risk to children. The study concluded in 2005 that using sludge could be a low-cost alternative to digging out contaminated soil.\u003cbr/\u003eBut to a growing chorus of activists, sludge poses its OWN health hazards.\u003cbr/\u003eChemicals and heavy metals from industry, along with disease-causing microbes from homes and hospitals, stream into waste plants and can wind up in sludge.\u003cbr/\u003eCritics say E-P-A hasn't proved that sludge is safe - and has done little since a 2002 National Academy of Sciences report faulted the adequacy of the science behind E-P-A's sludge policy.\u003cbr/\u003e(SOT Thomas Burke, Johns Hopkins University: \"There's all kind of potential chemical, potential microbiological threats that really need to be taken into account, and we need to increase the evidence base on whether or not there are adverse effects.\" trt :13) \u003cbr/\u003eE-P-A says the rules governing how sludge is processed and spread are adequate for now.\u003cbr/\u003e(SOT Benjamin Grumbles, EPA Assistant Administrator: \"It's something to treat and handle with caution, but the sewage sludge regulations that we have, we believe it continues to be protective of public health and the environment.\" trt :11 )\u003cbr/\u003eParticipants in the Baltimore study weren't told of the controversies surrounding sludge. For a similar project in East Saint Louis Illinois, a community newsletter assured residents the material was not harmful.\u003cbr/\u003eBaltimore environmental activist Glenn Ross says experimenting in poor and minority neighborhoods lets researchers conduct questionable studies without regard to long-term consequences.\u003cbr/\u003e(SOT Glenn Ross, Environmental Activist: \"Years later, people find out there may have been a problem with the research project, but you really can't follow through with investigating it, because these neighborhoods have decayed, people have been relocated.\" trt :11)\u003cbr/\u003eResearchers said they chose the neighborhood because of its severe lead problem and its proximity to Baltimore's Kennedy Krieger Institute, which got the HUD grant for the study. \u003cbr/\u003eNeither HUD nor the Kennedy Krieger Institute would reveal the names or addresses of the participants to the Associated Press, citing privacy
