Various of skulls lying in field\u003cbr/\u003eJudges and prosecutors from Cambodia and other countries were sworn in on Monday to begin the historic UN-backed judicial process to try former Khmer Rouge leaders for genocide and crimes against humanity.\u003cbr/\u003eThe swearing-in was a major step forward in the process of seeking justice for the victims of the brutal Khmer Rouge regime, whose extremist policies in the late 1970s are estimated to have taken 1.7 (m) million lives.\u003cbr/\u003eAfter decades of inaction and delays, trials are expected to start in 2007, although no date has been set.\u003cbr/\u003eThe swearing-in ceremony for 17 Cambodian and 10 UN-appointed judicial officials took place inside the Royal Palace in the capital, Phnom Penh.\u003cbr/\u003eA spokesman for the tribunal administration office described the event as \"erasing\" past speculation that there would be no trial for surviving Khmer Rouge leaders.\u003cbr/\u003eOne of those leaders, chief ideologue Nuon Chea, said he would go before the tribunal if called in order to clarify the past.\u003cbr/\u003e\"I will be glad to go so that people in my country and other countries will know the truth of what happened. Whatever they ask, I will tell them,\" he said in an interview from the northwestern town of Pailin, where he lives with other former top Khmer Rouge leaders.\u003cbr/\u003e\"I have a responsibility for what happened, not for the killing but for not being able to protect my own people,\" he said. \u003cbr/\u003eThe victims of the 1975-79 Khmer Rouge regime died of starvation, disease, overwork and execution.\u003cbr/\u003eThe communist movement collapsed in 1999, but none of its top leaders have been held accountable for the actions. \u003cbr/\u003eKhmer Rouge leader Pol Pot died in 1998. Several of his top deputies, ageing and infirm, still live freely in Cambodia.\u003cbr/\u003eThe president of a Cambodian human rights non-governmental organisation (NGO), Kek Galabru, said her main concerns with the tribunal were twofold: the independence of the Cambodian judges and their legal skills.\u003cbr/\u003e\"If you look at the past, in 1979 most of the judges and prosecutors, intellectuals in one word, were killed. judges may be subject to political influence and therefore  compromise any chance of real justice being delivered.\u003cbr/\u003eChief of public relations for the Khmer Rouge tribunal, Helen Jarvis, said the Cambodian government had signed an international treaty ensuring the independence of the judiciary.\u003cbr/\u003e\"If they did not want to have international standards they would not have invited the international community to participate,\" she said.\u003cbr/\u003eThe tribunal offices were inaugurated early this year after Cambodia and the UN agreed in 2003 to jointly establish them.\u003cbr/\u003eDrawn-out negotiations that started in 1999 and funding problems have led some critics to suggest that Prime Minister Hun Sen's government has\u003cbr/\u003eintentionally stalled the court process to avoid embarrassing Khmer Rouge members who had become government backers.\u003cbr/\u003eAs the tribunal process moved ahead, jailed former Khmer Rouge army commander 82-year-old Ta Mok remained in hospital being treated for various ailments.\u003cbr/\u003eThe other detained Khmer Rouge official is Kaing Khek Iev, alias Duch, who headed the former Khmer Rouge S-21 prison in Phnom Penh, where thousands were tortured and executed.\u003cbr/\u003eThe tribunal itself will be held at a military complex in Kandal province outside Phnom Penh. \u003cbr/\u003eHundreds of thousands of Cambodians will now hope the tribunal will usher in justice and some closure for the darkest and most brutal period in the country's
