Various of for sale signs in front of homes \u003cbr/\u003eThe United States government and mortgage industry launched the most sweeping effort to date set to help troubled homeowners by speeding up the process for renegotiating hundreds of thousands of delinquent loans held by Fannie Mae and Freddie Mac.\u003cbr/\u003eThe Federal Housing Finance Agency, which seized control of the two mortgage finance companies in September, announced the plan on Tuesday along with other government and industry officials, including Hope Now, an alliance of mortgage companies organised by the administration of outgoing president George W. Bush last year.\u003cbr/\u003e\"Foreclosures hurt families, their neighbours, whole communities and the overall housing market,\" James Lockhart, the housing finance agency's director told a news conference in Washington, DC.\u003cbr/\u003e\"We need to stop this downward spiral,\" he stressed. \u003cbr/\u003eThe plan could have a large impact because Fannie Mae and Freddie Mac own or guarantee nearly 31 (m) million US mortgages, that is nearly six of every 10 outstanding loans. \u003cbr/\u003eStill, government officials did not have an estimate of how many people would qualify for the new programme.\u003cbr/\u003eOfficials hope the new approach, which goes into effect December 15, will also become a model for loan servicing companies that collect mortgage companies and distribute them to investors. \u003cbr/\u003eThese companies have been roundly criticised for being slow to respond to a surge in loan defaults.\u003cbr/\u003eTo qualify borrowers would have to be at least three months behind on their home loans and would need to owe 90 percent or more than the home is currently worth. \u003cbr/\u003eInvestors who do not occupy their homes would be excluded, as would borrowers who have filed for bankruptcy.\u003cbr/\u003eBorrowers would get help in several ways including interest rates would be reduced and loans to be extended.\u003cbr/\u003eWhile lenders have beefed up their efforts to aid borrowers over the past year, their earlier efforts have not kept up with the worst housing recession in decades.\u003cbr/\u003eAccording to the most recent data from the Mortgage Bankers Association, more than four (m) million American homeowners or 9 percent of borrowers with a mortgage were either behind on their payments or in foreclosure at the end of
