Hand disposing old mobile phone at recycling point\u003cbr/\u003eThe recent 3GSM telecommunications congress in the Spanish city of Barcelona, was a showcase for the latest in mobile phone technology.... \u003cbr/\u003eBut it a culture of the constant upgrade ... some consumers are asking what happens to the old model that they throw out. \u003cbr/\u003eHowever a new EU Directive puts the onus on producer to dispose of electrical and electronic waste \u003cbr/\u003eBarcelona is a typical modern city, bustling and busy, full of people rushing around trying to juggle work and lifestyle. \u003cbr/\u003eOne of the 'essential' tools of this modern life is the mobile phone.. which allows users to stay in touch with friends and business whether by calling or texting. \u003cbr/\u003eMobiles also promise to help organise busy lives with extra features, such as email and diary functions.... many of the latest models also incorporate cameras as standard. \u003cbr/\u003eLast week Barcelona played host to the annual mobile phone industry trade fair, the 3GSM Congress. \u003cbr/\u003eThe congress' eight pavilions were packed with more than five hundred exhibitors promoting their latest 'must-have' gadgets. \u003cbr/\u003eBut in affluent western cities like Barcelona, high disposable incomes often leads to a 'throw -away' culture. \u003cbr/\u003eConsumers are constantly encouraged to upgrade their technology, with more 'advanced' models which promise to make life even easier. \u003cbr/\u003eHowever the introduction of a European Directive in 2003 makes it the responsibility of the producers to dispose of old electrical goods safely, so private householders are to be able to re-cycle such waste without charge.\u003cbr/\u003eThe directive aims to prioritise the recycling of waste electrical equipment,  because of its potential environmental impact, by forcing producers of such goods make provisions for their correct disposal.   \u003cbr/\u003eThe Waste Electrical and Electronic Equipment (WEEE) Directive obliges firms to pay for the cost of collecting and disposing of used electrical goods - ranging from items like mobile phones to computers, toasters and dishwashers. \u003cbr/\u003eMobile phone industry executives say they are well on course to meet those requirements. \u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"Even prior to the introduction of the WEE directive, Panasonic and other mobile manufacturers were already participating in different schemes for the recycling of phones. 11 percent of this is properly disposed of. \u003cbr/\u003eAcross the European Union electrical and electronic rubbish accounts for five percent of the total annual waste. \u003cbr/\u003eHowever it is up to each individual EU country to determine when it will make the WEEE Directive legally binding. \u003cbr/\u003eIn the UK the WEEE directive has not yet become law and its introduction has been delayed several times. \u003cbr/\u003eOriginally due to come into force in June 2006, the UK government announced its latest delay to the WEEE directive in December 2005 with a review expected to take
