It's time to stop this and time for us Cubans to be able to be reunited freely in our own territory.\"  \u003cbr/\u003eSUPER CAPTION: Ramon Sanchez, leader of the Democracy Movement\u003cbr/\u003eAbout 60 people on eight boats made up the flotilla which left late on Friday evening local time (around 0315 GMT on Saturday).\u003cbr/\u003eOrganizers planned for 15 boats to make the trip, but the U-S Coastguard approved only eight because an insufficient number of people turned up to fill all the vessels.\u003cbr/\u003eThe memorial will be held just outside Cuba's territorial waters. \u003cbr/\u003eTwo U-S Coast Guard cutters will be nearby to make sure none of the boats cross into Cuban waters because there is only 90 miles (120 kilometres) between Key West and Cuba. \u003cbr/\u003eThe sailing is organized by a Miami-based anti-Castro group, the Democracy Movement.\u003cbr/\u003eSeven planes - four from the Derechos Humanos (Human Rights) group, three from Brothers to the Rescue, and one from the Democracy Movement - will accompany the flotilla.\u003cbr/\u003eDuring the first flotilla of this kind, in 1995, the Democracy Movement had their boats rammed by Cuban gunboats after they tried to enter Cuban waters. \u003cbr/\u003eOne man was injured in the attack.     \u003cbr/\u003eThere have been 13 flotillas since without any attempt to enter Cuban waters.\u003cbr/\u003e Key West, Florida, U-S-A - July 14, 2000 \u003cbr/\u003e1.
