I see no reference to anything, but if there is a complaint against the President, there can be an inquiry into whether impeachable conduct has occurred. And there's a process that is set up in the Constitution that we must follow. I think that the American people want a conclusion to this matter, but the conclusion must be consistent with the Constitution and following its mandate and the rule of law and not get sidetracked into deals, into compromises, and so we want to follow the process and not get sidetracked.\"\u003cbr/\u003eSUPER CAPTION: Representative Asa Hutchinson (Republican - Arkansas), member of House Judiciary Committee\u003cbr/\u003eMany Democrats on the committee maintain the process has already violated the spirit of the Constitution by its partisan nature, which they blame on the Republican majority.\u003cbr/\u003eRepresentative Martin Meehan said the President has not been afforded the same standards of fairness that even his strongest critics  have been allowed.\u003cbr/\u003eMeehan used the example of House Speaker Newt Gingrich who was permitted to be a part of his own ethics investigation. \u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"I think the President ought to be treated with the same fairness that the Speaker of the House was treated with and it hasn't happened up until now. It's been very unfair. I would hope that we could have a fair hearing and get this over with the get it concluded. I have my doubts.\"\u003cbr/\u003eSUPER CAPTION: Representative Martin Meehan (Democrat - Massachusetts), member of House Judiciary Committee\u003cbr/\u003eMeehan complained that evidence gathered in the ethics case against Gingrich, for which he was reprimanded by the House, was reviewed by the Speaker before a ruling was made.\u003cbr/\u003eSimilar attempts by Clinton's lawyers to review the Starr report before its release were rejected and instead Grand Jury testimony related to the case was made public. \u003cbr/\u003eBut not all Democrats have steadfastly stuck by the President after he revealed he had an affair with former White House intern Monica Lewinsky.\u003cbr/\u003eSenator Diane Feinstein was one of Clinton's longtime allies.\u003cbr/\u003eShe has said publicly she feels betrayed by his months of denials.but says there is no public support for Clinton's impeachment.\u003cbr/\u003eAlthough Feinstein says she still hasn't spoken to the President since his confession, she believes he is making progress is atoning for his behaviour.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"I think a showing of a change in his behaviour and I think he's doing that and I think he's apologised as much as anyone can apologise. He admits it's wrong. He has certainly put his full self into the public policy.\"\u003cbr/\u003eSUPER CAPTION: Senator Diane Feinstein (Democrat - California)\u003cbr/\u003eFormer Senator Bob Dole, generally respected by members of both parties, is being talked about as a possible mediator between the White House and Congress as the inquiry continues.\u003cbr/\u003eHe stopped short of getting into a character analysis of his former opponent in the 1996 presidential election campaign, but said Clinton should not expect a quick fix for his problems. \u003cbr/\u003eDole said there is little likelihood that a deal or agreement, if any were possible, would be reached before the elections. \u003cbr/\u003eSOUNDBITE: (English)  \u003cbr/\u003e\"Well I know there's a lot of talk about it, but I think it's premature and it's sort of a non-starter now. Later down the line, who knows in any case what may happen. But nothing's going to happen before the elections.
