Charter, used in dozens of Security Council resolutions for peacekeeping missions and other legally-binding actions.\u003cbr/\u003eAlthough Chapter 7 allows for sanctions and even war, a separate resolution is required to specify either step.\u003cbr/\u003eMoscow and Beijing, which have veto power, fear too much pressure on Iran would be self-defeating or precipitate an oil crisis. \u003cbr/\u003eBoth worry the United States would use a Chapter 7 resolution to justify military action.\u003cbr/\u003eFrench ambassador to the U.N., Marc de la Sabliere, insists that Security Council
