said.\u003cbr/\u003eRainsy cannot vote and is not on the ballot because he failed to register in time, being in self-imposed exile until earlier this month.\u003cbr/\u003eThe exile was to avoid a jail term for convictions he said were politically motivated. \u003cbr/\u003eHe returned on July 19 only after receiving a royal pardon at the behest of Hun Sen, his longtime and bitter rival.\u003cbr/\u003ePrime Minister Hun Sen was widely expected to maintain a majority in the 123 seat National Assembly though for the first time ever the opposition is united and may pose more of a challenge than before. \u003cbr/\u003eHun Sen, who has been Prime Minister for 28 years, was among the early voters on Sunday.\u003cbr/\u003eRainsy's Cambodian National Rescue Party and non-partisan groups charge that the ruling party uses the machinery of government and security forces in an unfair manner to reward or pressure voters. \u003cbr/\u003eThey also say that voter registration procedures were badly flawed, possibly leaving more than one (m) million people disenfranchised.\u003cbr/\u003eHun Sen's Cambodian People's Party and the government-appointed National Election Committee say the election process is fair.\u003cbr/\u003eThere are 9.7 (m) million registered voters in a population of almost 15 (m) million. \u003cbr/\u003eJust over half the electorate is under 30
