distribution of power contained in the agreement.\u003cbr/\u003eMany feel they too should have a slice of the power in the new post-Taliban era, but are absent from the new administration.\u003cbr/\u003eTribal leader Abdur Rasool Sayyaf is a Muslim hardliner whose followers waged bloody battles against Shiite Muslims when the groups that make up the Northern Alliance ruled Afghanistan between 1992 and 1996.\u003cbr/\u003eAn ethnic Pashtun, Sayyaf held the interior ministry in Rabbani's last government, which the Taliban ousted five years ago. \u003cbr/\u003eHis troops were considered among the most brutal in the bitter factional fighting that marked Rabbani's last term in power.\u003cbr/\u003eIt's men like Sayyaf, excluded from the new government, who will make or break the new interim administration.\u003cbr/\u003eWithout their cooperation, the interim council could face serious problems on such key issues as the role of foreign peacekeepers, who many Afghans believe are necessary to restore law and order and prevent a repeat of factional fighting. \u003cbr/\u003eBut men like Sayyaf oppose the presence of foreign troops.\u003cbr/\u003eThe U-N-brokered plan allows for the deployment of foreign troops to secure the transition to democracy and stresses the inclusion of women. \u003cbr/\u003eIt offers Afghanistan its best chance in decades of escaping the cycle of war.\u003cbr/\u003eEnvoys representing four groups of Afghans signed the agreement on Wednesday in Germany to create the temporary government. \u003cbr/\u003eThe prime minister and 29 cabinet members will eventually be replaced after democratic elections and the drafting of a constitution.\u003cbr/\u003eMost key posts went to the Northern Alliance, specifically to the Jamiat-e-Islami party of the former president, Burhanuddin Rabbani. \u003cbr/\u003eHis party - one of five factions that make up the Alliance - emerged as the real winner during nine days of hard and sometimes acrimonious bargaining.\u003cbr/\u003eAlong with Sayyaf, there are other significant absences, including key figures in the Northern Alliance who maintain sizeable armed forces but aren't from Rabbani's party. \u003cbr/\u003eAmong them are Uzbek warlord Rashid Dostum, who rules in northern Afghanistan, and Ismail Khan, who rules the western city of
