Farnesina Palace, Foreign Ministry\u003cbr/\u003eItalian Foreign Minister Franco Frattini presented the guidelines of Italy's EU presidency programme on Tuesday, saying its political priorites are to finalise the European Union's constitution, strenghten EU's relations with the new Europan neighbours, such as the Russian Federation and to carry out the union's east-ward expansion, absorbing 10 new members next year.\u003cbr/\u003eFrattini also responded to a rash of critical stories in the European media that have highlighted Berlusconi's legal problems and conflicts of interest, while also questioning his government's commitment to the EU line.\u003cbr/\u003eBerlusconi is Italy's richest man, presiding over a 7.8 (b) billion US dollars media empire that includes the nation's largest private television broadcaster, Mediaset. \u003cbr/\u003eTogether with state-run RAI, he directly or indirectly controls about 90 percent of Italy's television market, leading critics to charge he has too much influence over information that he can use for his political and personal gain.\u003cbr/\u003eHe denies the charges but the parliament has not yet passed promised conflict-of-interest legislation.\u003cbr/\u003eFrattini said the government would respond to his critic in deed, not word, and insisted Italy would be ultimately judged from its work during the six months. \"We respect the worries and even the prejudice that somebody expresses toward us, the government and the premier, but we have a duty to respond to these worries with concrete action,\" Frattini told reporters.\u003cbr/\u003eThe premier has also been beset by a series of legal woes, including accusations he bribed a judge in the 1980s to sway a business deal in his favor.
