We're constantly chipping away at his militia, his illegal militia, that was attempting to occupy Karbala by force and had been for a long time. We're continuing to chip away at his militia that is there in Najaf. As we saw from the operations we had last night, we're still committed to finding a peaceful resolution to this problem, but until that peaceful resolution comes forward that shows Muqtada al-Sadr in Iraqi custody to face Iraqi justice for his part in the murder for Ayatollah al-Khoei, and the disarmament of his militia, we will continue to direct military operations against his forces.\"\u003cbr/\u003e6. Broadly, it will be a partnership, just like we had the coalition partners. Right now we have multinational force, with a multinational force commander. Every country that contributes to the coalition is part of that force, in this case, Iraq could be considered another coalition partner. Just because you are part of that coalition does not bind you to every decision made by the coalition commander. There are national rules of engagement where some units cannot participate because it exceeds what their nation permits them to do. They have an opt-out clause. Every nation that participates in the coalition has an opt-out clause, and it could very well be that that is the structure that will be determined to work best in terms of the relationship between the Iraqi forces and the multinational forces.  But these are what are going to hammered out in the days and weeks ahead with an eye to making sure we have a solid understanding of the chain of command between the multinational forces and the Iraqi security forces as part of that broad partnership that we will take forward from 1st July on.\"\u003cbr/\u003e8. Mark Kimmitt.\u003cbr/\u003eKimmitt said Riyadh al-Nouri, al-Sadr's brother-in-law, was sized overnight during an operation in Najaf, in Southern Iraq's Shiite heartland.\u003cbr/\u003ethe capture has also been confirmed by sources close to al-Sadr who said 24 people were killed in overnight fighting around Najaf.\u003cbr/\u003eThe capture of al-Nouri is likely to be a major blow to al-Sadr's al-Mahdi Army, which has been battling coalition forces since early April. \u003cbr/\u003eAl-Sadr launched his uprising in response to a crackdown by coalition authorities who announced an arrest warrant against him in the April 2003 assassination of a moderate cleric in Najaf.\u003cbr/\u003eKimmitt said al-Nouri was also wanted for the murder of al-Khoei, and would be handed over to Iraqi authorities for prosecution.\u003cbr/\u003eAl-Sadr's fighters have cleared out of Karbala following weeks of heavy clashes with U.S. and coalition forces. But clashes persist in Najaf and its twin city, Kufa. \u003cbr/\u003eOvernight, militants fired rocket-propelled grenades and mortars during three hours of skirmishes that ended about dawn, residents said. \u003cbr/\u003eSome exchanges of fire were also reported around the city's Revolution of 1920 Square.\u003cbr/\u003eFighting around some of the holiest cities of Shia Islam has angered many Shiites in Iraq and elsewhere and has led to calls for both the Americans and the militiamen to pull back from the shrines.\u003cbr/\u003eKimmitt also spoke about the still-unclear command structure which would follow the handover of powers to an appointed Iraqi government on 30 June.\u003cbr/\u003eMembers of the Iraqi Governing Council have said they want a veto over the use of force by multinational - mostly US - forces after the deadline passes.  On Tuesday British Prime Minister Tony Blair backed that view, but US secretary of State Colin Powell said that US forces would remain under US command.\u003cbr/\u003eKimmitt offered another assessment in which Iraq would be one partner in a multinational coalition with the right to \"opt-out\" of operations but did not suggest Iraqi politicians could veto actions by US
