Medium of people watching screens\u003cbr/\u003eSpeaking on the sidelines of the UN's food summit in Rome Kenya's Agriculture Minister said on Thursday the developing world doesn't need handouts from the wealthier nations, but they do need rich countries to open up their markets.\u003cbr/\u003e\"I think the rich countries, the developed world, should instead open their markets and remove restrictive regimes and protectionist regimes, William Samoei Ruto said.\u003cbr/\u003e\"And in fact the same way they have a loyal market for their produce in the third world, their industrial produce, they should be reasonable enough to open up their markets so that agricultural products from the developing world can find their place in their markets,\" he added.\u003cbr/\u003eDelegates at the food summit worked late into the night on Wednesday to try to forge a compromise on a strategy to combat the crisis that is increasing hunger worldwide.\u003cbr/\u003eThe proposed final declaration calls for stepped up food production, reduced trade restrictions and more research on the contentious issue of biofuels.\u003cbr/\u003eUN Secretary-General Ban Ki-moon had called on nations to minimise export restrictions and import tariffs to help the poor cope with dramatically escalating food prices. \u003cbr/\u003eHe said world food production must rise by 50 percent by 2030 to meet increasing demand.\u003cbr/\u003eHigh fuel costs, speculation, increased demand for meat and dairy products in emerging nations like India and China, and the conversion of crops into bio-fuel have been blamed for skyrocketing food prices.\u003cbr/\u003eThe soaring prices have widened hunger and sparked riots and protests in several countries in Africa and Asia.\u003cbr/\u003eA previous FAO summit pledge to halve world hunger by 2015 has proven elusive.  FAO director-general Jacques Diouf told the delegates that at the current rate the target \"would not be reached in 2015 but in 2150.\"\u003cbr/\u003eU.S. Agriculture Secretary Ed Schafer has recently criticised the U.S. Congress for approving a five-year farm bill generously subsidising U.S. farmers at a time when much of the world is suffering from the high food prices.\u003cbr/\u003eRuto also said he was very proud that an African-American, Barack Obama, had won the Democratic presidential nomination in the United States.\u003cbr/\u003e\"Obama, first and foremost, is an American, and he is black like the rest of us, and I think it is a sense of pride, especially for those of us who come from Kenya where his father came from.
